SUBJECT: METRAILER MEDICAL CLINIC SHORT -FORM PCD
(Z-4850), LOCATED AT 1200 AND 1204
NORTH HARRISON STREET
BOARD ACTION RECOMMENDED
Denial of this request.
BACKGROUND INFORMATION;
Staff is opposed to this rezoning because it is contrary
to the land use plan for the area and may lead to
destabilization of the neighboring residential area. This
is a good example of a planned unit development being used
to get around a non-residential rezoning request that
historically has been turned down. The proposed planned
commercial development would set a precedent for other
office rezonings in the immediate area. Recommended
restrictions on the medical clinic.will not overcome the
fact that this represents a basic land use change in that
area.

ORDINANCE NO.
AN ORDINANCE APPROVING A PLANNED UNIT DEVELOPMENT
AND ESTABLISHING A PCD DISTRICT TITLE METRAILER
"SHORT -FORM" PCD (Z-4850) IN THE CITY OF LITTLE
ROCK, ARKANSAS, AMENDING CHAPTER 43 OF THE CODE
OF ORDINANCES OF THE CITY OF LITTLE ROCK: AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS.
SECTION 1. That the zone classification of the
following described property be changed from R-2 (Single
Family) to PCD (Planned Commercial District)
Lots 5 $ 6, Block 1, Hollenberg Addition to the
City of Little Rock, Pulaski County, Arkansas
(NW Corner of Harrison and Evergreen)
SECTION 2. That the preliminary site development
plan/plat be approved as recommended by the Little Rock
Planning Commission.
SECTION 3. That the change in zoning classification
contemplated for Metrailer "short -form" PCD is conditioned
upon obtaining a final approval from the Planning Commission
within the;time specified by Article,IX, Section 9.101 of
the Code of Ordinances. '
SECTION 4. That the map referred in Chapter 43-1 of
the Code of Ordinances of the City of Little Rock, Arkansas,
and designated district map be and it is hereby amended to
the extent and in the respects necessary to affect and
designate the change provided for in Section 1 hereof.
SECTION S. That this Ordinance shall take effect and
be in full force upon final approval of the plan by the
Planning Commission.

Dear Mr Flory,
In the near future the City Planning Commission will
consider my proposal to construct a physicians office on
the vacant lots at N.Harrison and Evergreen Streets. Many
of my patients live in the neighborhood or nearby, and I
feel this would be beneficial to the community.
I am very familiar with the area and am attached to it. I
grew up on Polk street where my mother,Lucille Metrailer
still lives. I attended Holy Souls School as do my children
and we are members of Holy Souls Parish. This area was my
paper route in the mid 19601s.
I have strong ties to the neighborhood and would like to
see the lots developed in the best interest of the
community.
The Little Rock Planning Commission Staff at the June 13th,
1987 meeting has recommended that this proposed use of the
lots be denied. They cited 111) Inappropriate land use. 2)
Noncompliance with land use plan." as the reasons.
Current zoning would allow only single family residential
use for these lots. Available usages would seem to be
construction of 1) a personal residence, 2) rental property
with individual houses or 3) remaining undeveloped.
I personally believe that a quiet physicians office in this
area would be more beneficial to the community. I would not
forsee any negative impact on the area.
If, in fact, you feel a quiet office in this area would be
the better usage, I would strongly encourage you to contact
the City Planning Commission and if at all possible be
present at the hearing to express your views. Your opinion
will have a much greater impact and influence on the
Planning Commission than anything which I could present.
The meeting will be held at City Hall in the Board of
Directors Chamber, 2nd floor, on August llth 1987 at 1:00
