EXISTING CONDITIONS The land involved has been developed as a 60 space mobile home park of 8.5 acres since 1966. Originally, 45 of the mobile home sites were fully developed. Fifteen of the spaces remain partially developed, with some utilities in place. The park currently has a noticeable amount of green space and a 30' gravel access easement throughout the development. The boundary street is only partially improved. , R. DEVELOPMENT PROPOSAL This is a proposal to plat the remaining 15 lots and to pave an access easement through an existing mobile home park. ENGINEERING CONSIDERATIONS (1) 24' paved street (2) Dedication of 101 additional right -of --way. E. ANALYSIS This item is before the Commission because of the staff°s reluctance to accept partially developed lots, recently annexed, without review by the Commission. There are no major objections to the proposal since the project is not developed to the full density allowed, and there is considerable open space. Staff does not feel that it is necessary in this instance for the owner to complete improvements required for a 36' street. Instead, we are willing to go along with Engineering's request for a 10' dedication. STAFF RECOMMENDATION: Approval, subject to comments made. SUBDIVISION COMMITTEE RECOMMENDATION: The applicant was present. He stated that he could not provide the 101 in dedication because it would interfere with four mobile home sites. He also stated that he couldn't pave 241 of the street, since there were existing trees and utilities. The Committee decided that the applicant should show 5' along Legion Hut Road as an easement with a notation on the plat that it is a part of a lot to be used as such until acquisition by the public. A motion was made and passed by a vote of 5 ayes, 0 noes and 0 absent. PLANNING COMMISSION ACTION: There were no objectors present. The owner was present and represented by Joe White of Edward G. Smith and Associates. Mr. White addressed the issues noted in the agenda and except for one change, said his client could accept the Commission recommendation. The change is in the sixth line of the Committee recommendation dealing with 10' of easement. The Committee had agreed to 51. The Planning Commission discussed the issue briefly then voted 10 ayes, 0 noes and 1 absent to approve the plat as recommended by the Subdivision Committee.
