STAFF ANALYSIS:
This application involves a site plan review of the location
of a branch office of Worthen Bank. Worthen will lease the
site for a temporary office with an option to establish a
permanent facility in the future. The site, itself, is
zoned "C-4." The plan submitted basically conforms to the
bulk and area requirements for the "C-4" district.
In reviewing this proposal, staff has taken into
consideration the entire ownership of the leasor, which
involves a strip of mixed commercial uses along the north
access road of Interstate 30, approximately 1,400' east of
the County Line Road underpass. The strip was annexed into
the City in its present form. In light of the proposal,
staff has several suggestions. First of all, the plans for
driveways should be changed to reflect two drives instead of
four. In order that some means of control may be
established, over the land use of the entire ownership,
staff is requiring that a preliminary plat of the other lots
and a one -lot final plat of the Worthen site be submitted
for the May llth Public Hearing. Engineering has commented
that the plan for driveways needs approval by the State
Highway Department.

SUBDIVISION COMMITTEE ACTION:
Mr. Ronnie Hall represented the owner. The Committee voted
to approve the plat, subject to:
(1) Approval by State Highway Department.
(2) Submission
of preliminary plat incorporating all
ownership.
(3) Submission of a one -lot final for the Worthen Bank
site.
A motion to this effect was made and passed by a vote of
5 ayes, 0 noes and 0 absent.

ENGINEERING COMMENTS:
Following the Subdivision Committee meeting, the Arkansas
Highway and Transportation Department placed some
requirements for off -site improvements along the I-30 access
road. The AHTD
approved two driveways for the bank site,
Plus required the bank to widen the access road one
additional lane. Two members of the sub -committee were
briefed on this change on March 30, 1982. Engineering
recommended that the AHTD requirements be accepted for
Off -site improvements.
PLANNING COMMISSION ACTION:
Mr. Ronnie Hall represented the owner. There were no
objectors. Mr. Hall requested that the
prelim
only cover the commercial strip along 1�-30and lnotythheat
residential uses within his use, as was requested earlier by
the staff. The Commission voted to approve this item,
subject to the submission of a Final on the Worthen Bank
site, arrd no further building permits until this is
