OF NEW STREET: 0 PROPOSED USES: Commercial REQUEST: Revision of a previously approved plat and site plan to reflect a change in location of an easement, acquisition of right-of-way from the railroad, and an increase in retail space. STAFF REPORT: This is a request by the applicant for the approval of several revisions made to the Razorback Square Subdivision/Site Plan, which was originally approved by the Planning Commission on January 12, 1982. It involves an increase of 22,832 in retail space for the proposed food store, a relocation of a 10' sanitary sewer easement around the store, and the reflection of 30' in right-of-way obtained from the initial C.R.I.& P. Railroad on the northeast. Staff does not object to these changes. The increase in retail space is not significant enough to warrant a change in the amount of parking spaces. The applicant is asked, however, to submit a plan indicating some type of screening, preferably of poplars, shielding the view of their loading docks from Cantrell on the west side. The applicant is expected to submit utility approvals to the staff before the Planning Commission meeting. SUBDIVISION COMMITTEE RECOMMENDATION: Mr. Ernie Peters and representatives from Bowen and Associates of Cleveland, Ohio, were present. A revised site plan showing the revisions mentioned, plus an out -lot on the southwestern edge of the site was submitted. A motion was made for approval, subject to: (1) Submission of a site plan on the out -lot, the specifics of which are to be worked out with the staff. (2) No more buildings on the site. (3) Fire Department approval of revised plan. (4) Submission of new set of numbers showing increase in retail space and parking spaces. (5) Submission of concept for landscaping. The motion passed by a vote of 3 ayes, 2 noes (Sipes and Turner), 0 absent. PLANNING COMMISSION ACTION: The applicants were present. There were no objectors. Information regarding No. 3, No. 4 and No. 5 of the Subdivision Committee's recommendation was submitted. The Commission questioned the suitability of an out -lot at the proposed location. A motion was made to approve the revised plan without the out -lot, subject to: (1) City and developer requesting that AP&L relocate utility poles; (2) Review of final landscaping plan before Planning Commission to ensure screening of loading docks from Cantrell. The motion passed by a vote of 9 ayes, 0 noes and 2 absent.
