TO PARKLAND HEIGHTS SUBDIVISION
PHASE 1E
Parkland Heights Ranch Properties, LLC, files this Notice of Additional Property as written
evidence and acknowledgement of the exercise of its rights to annex additional lands to become a part of
Parkland Heights Subdivision pursuant to subsection ( c ) of Article AVI of the Bill of Assurance of Parkland
Heights Subdivision filed and recorded in the official records of the Pulaski County Circuit/County Clerk's
Office where the same appears as instrument number 2007045678 and having been subsequently
amended by the Amendment to the Bill of Assurance of Parkland Heights Subdivision filed of record in the
office of the Recorder od Pulaski County, Arkansas on or about May 21", 2008, as instrument number
2008035192 and Second Amendment to the Bill of Assurance of Parkland Heights Subdivision filed of
record in the office of the Recorder of Pulaski County, Arkansas on July 281h, as instrument number
2008051608.
The property to be annexed into Parkland Heights Subdivision is described in Exhibit "A" attached
hereto (the "Property")
Parkland Ranch Heights Properties, LLC, the sole owner of the Property, for and in consideration
of the benefits accrued and to accrue to it, which benefits are hereby acknowledged to be of value, has
caused a plat of the property, a copy of which is attached hereto as Exhibit "B", showing surveys made by
Kyle Pennington of Hope Consulting, Inc., registered professional surveyor, and bearing a Certificate of
Approval executed by the Little Rock Planning Commission, filed of record in the office of the Circuit Clerk
and Ex Officio Recorder of Pulaski County, Arkansas, in Plat Book , Page the same to be hereby
designed as, and to be hereafter referred to as, "Parkland Heights Subdivisior Phase 1E an Addition tothe
City of Little Rock, Pulaski County, Arkansas". The Property described above and hereby annexed into
Parkland Heights Subdivision shall be subject to the Bill of Assurance of Parkland Heights Subdivision, as
amended, and subject to assessment to the same extent as if it were originally included in the Property
on the date the Bill of Assurance was filed and recorded of record, and every deed of conveyance of any
Lot or Tract therein describing the same by the number or numbers shown on the Plat shall be deemed a

Jonathan,
I sent an e-mail earlier related to the same piece of land. The attachments with the previous e-mail seemed to be telling
me that this piece of land was to be used for 5 duplexes. The attachment which came with this e-mail looks like the
property is being subdivided into 10 Lots (10A thru 1413).
In either case my previous comments still apply....
"Entergy does not object to the plat and approves as long as you are aware that we do have existing buried facilities
along part of the eastern edge of the property and part of the northern edge of the property (underground primary wire
and a transformer).
Any digging over or near our facilities should be done only after AR One Call is contacted and facilities are
marked. Anything constructed on or over our facilities within the easement may need to be removed for Entergy to
access their facilities for future maintenance reasons."

If you wish to plat the units individually as you have shown, then a separate complete sewer service line is required for
each unit, all the way to the main. Main extensions will also be required to service lots 10B and 11B as there is no main
line adjoining those lots. A separate connection permit will be required for each connection.

Staff has reviewed the plat and have the following comments:
1. Revise the plat to reflect the floodplain and floodway as scaled from the effective FIRM which was adopted after
the preliminary plat was approved;
2. Revise plat to provide the numerical finished floor elevation on each lot on the plat to conform with Chap 13 of
the CLR Code of Ordinances which requires at least 1 ft of freeboard;
3. Development or fill within the floodway is prohibited. In accordance with Section 31-176, floodway areas must
be shown as floodway easements or be dedicated to the City of Little Rock. In addition, a 25 ft access and
maintenance easement is required adjacent to the floodway boundary;
4. Revise the floodplain statement on the plat.

two issues with this: 1.) 1 do not see a dedicated utility easement for the relocation of those facilities so they may serve

Dear Mr. McFadden:
Little Rock Wastewater (LRW)has reviewed the above referenced plans. They are
approved as submitted with one (1) copy being returned to you for your files with this
letter. Approval is being granted to the applicant to construct and install a sewer main
extension. The applicant shall be responsible for any and all costs associated with the
installation of the sewer main extension in order to obtain wastewater service from
the Little Rock Wastewater. Please be advised that this approval is based upon
signed acceptance of and compliance by the Applicant (Owner) with the following
conditions.
1. All significant changes in the plans (i.e., changes in alignment, grade, pipe size,
materials, or in the function of the project) for the proposed construction must be
approved prior to construction, and all construction shall comply with the applicable
requirements and specifications of the latest edition of the Little Rock Wastewater
Standard Specifications For Sewer Construction In The City of Little Rock which may be
found at littu:llwww.Irwu-co niIspecs .
2. Continuous project responsibility by the engineer is an express condition of this plan
approval. Reference is made to Part 4 of Section 01100 Standard Specifications For
Sewer Construction In The City of Little Rock.
3. The name of the Resident Inspector shall be furnished to LRW prior to the start of
construction. No construction may begin until this Approval Letter is
acknowledged by the Applicant (Owner) and returned to LRW along with any
applicable charges shown on Page 3 of this Approval Letter.
4. This Approval Letter shall be in force for a period of one (1) year. If construction of
the project has not begun by,June 6. 2018, then LRW's approval of the project will
expire. No fees paid to Little Rock Wastewater for this project shall be reimbursed
should the project approval expire.
5. Sanitary sewer lines shall be kept a minimum horizontal distance of S' from all
underground utilities (Including Storm Drainage) except water lines, which shall be
kept a minimum distance of 10' from sanitary sewer lines.

6. Connection of the proposed sewer main to the existing sewer main shall not be
made until the proposed sewer main has been tested, inspected, and accepted
by LRW. The applicant shall convey title to the sewer main extension together
with all necessary easements, free and clear of all liens and encumbrances, by
the appropriate documents. All Final Paperwork must be submitted to LRW
prior to the connection of the proposed sewer mains being made.
7. Ductile Iron Pipe shall be used on this project as shown on plans and any time the
cover to the existing or proposed ground is less than thirty inches (30") or where
clearance between twd pipes is less than eighteen inches (18"). It shall be the
Engineer's and the Contractor's responsibility to check the depth of cover and the
clearance.
8. All Existing and Proposed Manholes shall be located outside of the top bank of all
existing or proposed ditches and shall be at such an elevation as not to allow
rainwater entry during periods of normal rainfall. Manholes with a difference in
elevation of two feet or greater shall be a Drop Manhole unless approved by LRW.
Manhole Steps are not allowed in Little Rock Wastewater Standard
Specifications For Sewer Construction In The City of Little Rock.
9. All sewer mains shall be constructed within easements meeting Utility Specifications
or in a public right of way. Minimum width of proposed easement shall be ten (10')
feet (or the depth of cover whichever is greater) and shall be equal distance either
side of the sewer main as constructed.
10. No sewer main may be constructed under or within ten feet of any existing
detention basin or any detention basin being constructed for this project.
11. All buildings must be capable of being served by gravity sewer service. If minimum
floor elevations are required, it is the responsibility of the Developer to notify the
builder or Owner to assure gravity service is maintained. Individual pump stations
will not be accepted without LRW approval. This includes basement floor elevations.
12. Applicant agrees to obtain all necessary permits and approvals from all other
governing agencies including any applicable Improvement District prior to the start
of construction. APPLICANT SHOULD MAKE AN INDEPENDENT DETERMINATION
of the existence, status or amount of any fees which may be due to third parties (such
as Improvement Districts) which may be owed to the third party in addition to those
fees due to LRW for sewer lines and or sewer facilities installation proposed by
applicant. LRW and the Little Rock Water Reclamation Commission have no such
information of amounts due third parties, if any, and assume no responsibility for
furnishing such information to Applicant and expressly disclaim any such duty or
liability of any nature whatsoever arising out of Applicant's failure to make that
determination.
13. This approval applies only to that portion of the proposed sewer mains which are to
be dedicated to the public, however all other sewer line work must also comply with
Little Rock Wastewater Standard Specifications.

1. Applicant agrees to pay the following charges prior to start of construction of the
project:

Approval of this project is conditioned upon the Applicant's (Owner) signed
acceptance of and compliance with the above -referenced conditions. It shall be the
Engineer's responsibility to notify the Applicant (Owner) and the Contractor of all
the items mentioned above. Failure to notify the Applicant of any of the items
mentioned above does not relieve the Applicant from constructing the project in
accordance with Little Rock Wastewater Standard Specifications and the terms of
this Approval Letter.
