3 A RESOLUTION TO EXTEND THE SOUTH MAIN (SOMA)
4 TEMPORARY ENTERTAINMENT DISTRICT, ON JUNE 1, 2024, JUNE
5 15, 2024, AND JUNE 16, 2024, FOR THE SOMA ENTERTAINMENT
6 DISTRICT; AND FOR OTHER PURPOSES.

8 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
9 Little Rock, Ark., Ordinance No. 21,761, as amended, which permitted the creation of a Temporary
10 Entertainment District pursuant to Arkansas State Law and City Ordinance; and,
11 WHEREAS, the City Board of Directors has determined the creation of a Temporary Entertainment
12 District as proposed by Little Rock, Ark., Ordinance No. 21,761, as amended, is appropriate as
13 recommended by the Planning&Development Department.
14 WHEREAS, Little Rock, Ark., Resolution No. 15,465 (June 15, 2021), approved the South Main
15 (SOMA)Temporary Entertainment District, for approximately thirteen(13)consecutive weeks,starting on
16 September 19, 2021, and ending on June 18, 2021. The hours of operation for the SOMA Temporary
17 Entertainment District were from 11:00 AM- 10:00 PM,on Sundays,Tuesdays, Wednesdays,Thursdays,
18 Fridays and Saturdays.
19 WHEREAS, Little Rock, Ark., Resolution No. 15,953 (April 11, 2023), approved the South Main
20 (SOMA)Temporary Entertainment District,for one(1)-day on April 29,2023,with the hours of operation
21 from 8:00 AM- 11:00 PM; and,
22 WHEREAS, Little Rock, Ark., Resolution No. 16,014 (June 6, 2023), approved the South Main
23 (SOMA) Temporary Entertainment District, for the dates of June 6, 2023, July 7, 2023, August 4, 2023,
24 September 1,2023,October 6,2023,and November 3,2023,with the hours of operation from 12:00 PM-
25 11:00 PM each day;and,
26 WHEREAS, Little Rock, Ark., Resolution No. 16,139 (October 17, 2023), approved the South Main
27 (SOMA) Temporary Entertainment District for one (1)-day on November 4, 2023, with the hours of
28 operation from 10:00 AM- 11:00 PM;and,
29 WHEREAS, Little Rock, Ark., Resolution No. 16,270 (March 19, 2024), approved the South Main
30 (SOMA) Temporary Entertainment District for the dates of April 5, 2024, April 6, 2024, April 7, 2024,
31 April 8, 2024, May 3, 2024, June 7, 2024, July 5, 2024, August 2, 2024, September 6, 2024, October 4,
32 2024, October 31, 2024, November 1, 2024, November 29, 2024, November 30, 2024, and December 6,
33 2024,with the hours of operation from 12:00 PM to 11:59 PM,each day.

1 WHEREAS,on April 19,2024,the City of Little Rock received an application to extend the Temporary
2 Entertainment District on June 1,2024,June 15,2024,and June 16,2024,with the hours of operation from
3 6:00 AM— 11:59 PM, each day.
4 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
5 OF LITTLE ROCK,ARKANSAS.
6 Section 1.The South Main(SOMA)Temporary Entertainment District is hereby extended by the City
7 of Little Rock as a Temporary Entertainment District on June 1, 2024, June 15, 2024, and June 16, 2024,
8 and subject to Little Rock,Ark.,Ordinance No. 21,761, as amended,and its defined terms.
9 Section 2. Boundaries. The South Main(SOMA)Temporary Entertainment District boundaries are
10 particularly described as a half block east and west of Main Street bounded on the north by 12th Street and
I I continuing south to 17th Street including the full rights-of-way of said road.
12 Section 3. Timeframe. The South Main (SOMA) Temporary Entertainment District shall be
13 designated as a Temporary Entertainment District upon the adoption of this resolution and shall expire after
14 11:59 PM on June 16,2024, and the City reserves the right to amend boundaries and hours of operation at
15 its sole discretion.
16 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
17 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
18 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
19 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
20 resolution.
21 Section 5. Repealer. All laws, ordinances and resolutions, or parts of the same, including but not
22 limited to Little Rock,Ark.Ordinance No.21,761 (July 23,2019),Little Rock,Ark.,Resolution No. 15,465
23 (June 15, 2022), Little Rock, Ark., Resolution No. 15,953 (April 11, 2023), Little Rock, Ark., Resolution
24 No. 16,014 (June 6, 2023), Little Rock, Ark., Resolution No. 16,139(October 17, 2023)and Little Rock,
25 Ark., Resolution No. 16,270(March 19, 2024),that are inconsistent with the provisions of this resolution,
26 are hereby repealed to the extent of such inconsistency.
