3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH JWPS, LLC, D/B/A WILLIAMS & DEAN
5 ARCHITECTURE/INTERIOR DESIGN, IN AN AMOUNT NOT TO
6 EXCEED SEVENTY-THREE THOUSAND, FIVE HUNDRED DOLLARS
7 ($73,500.00), TO PROVIDE ARCHITECTURAL AND ENGINEERING
8 DESIGN SERVICES FOR THE DEVELOPMENT OF THE LITTLE
9 ROCK MICRO HOME VILLAGE COMMUNITY CENTER; AND FOR
10 OTHER PURPOSES.

12 WHEREAS, the City of Little Rock, Arkansas ("City"), is developing the Little Rock Micro Home
13 Village Community Center, to be located at 3405 Roosevelt Road, which will temporarily house
14 homeless individuals and families; and,
15 WHEREAS, on March 29, 2024, the City issued a request for Architectural & Engineering Services
16 for the Micro Home Village Community Center to the City's Architects on the Statement of
17 Qualifications List; and,
18 WHEREAS, it was determined that JWPS, LLC, d/b/a Williams & Dean Architecture/Interior
19 Design,was the most responsive and qualified bidder of the two(2)bids received; and,
20 WHEREAS, the amount is not to exceed Seventy-Three Thousand, Five Hundred Dollars
21 ($73,500.00),which is 4.9%of the maximum construction cost.
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The Board of Directors authorizes that City Manager to enter into an agreement with
25 JWPS, LLC, d/b/a Williams & Dean Architecture/Interior Design, in an amount not to exceed Seventy-
26 Three Thousand Five Hundred Dollars ($73,500.00), to provide Architectural and Engineering Design
27 Services to the City of Little Rock to develop the Little Rock Micro Home Village Community Center,
28 which will be located at 3405 Roosevelt Road in Little Rock,Arkansas.
29 Section 2. Funds for this agreement will be allocated from the American Rescue Plan Act Funds,
30 Account No. 271359-G0310AR35A.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
33 dication shall not affect the remaining portions of the resolution, which shall remain in full force and ef-

1 feet as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
4 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
