3 A RESOLUTION TO AUTHORIZE THE CITY MANGER TO ENTER
4 INTO A CONTRACT WITH FTN ASSOCIATES, LTD, IN AN AMOUNT
5 NOT TO EXCEED ONE HUNDRED FOUR THOUSAND, EIGHT
6 HUNDRED DOLLARS (104,800.00), TO PROVIDE ENGINEERING
7 CONSULTING SERVICES AT THE CITY'S CLASS I LANDFILL; AND
8 FOR OTHER PURPOSES.

10 WHEREAS, it is desirable, and a regulatory requirement, to provide Quarterly Explosive Gas
11 Monitoring, New Source Performance Standards (NSPS) Surface Monitoring, Semi-Annual and Annual
12 Reports to comply with the Title V Operating Air Permit and a Greenhouse Gas Report for calendar year
13 2024 for the City of Little Rock's Landfill; and,
14 WHEREAS, FTN Associates, LTD, was selected through a Statement of Qualifications process, Bid
15 No. 2306,to provide these Engineering Consulting Services;and,
16 WHEREAS, the total amount of the contract shall not exceed One Hundred Four Thousand, Eight
17 Hundred Dollars($104,800.00).
18 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a contract with
21 FTN Associates, LTD, in an amount not to exceed One Hundred Four Thousand, Eight Hundred Dollars
22 ($104,800.00),to provide Engineering Consulting Services at the City of Little Rock's Landfill.
23 Section 2. Funds this project are allocated in the Solid Waste Enterprise Fund.
24 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
25 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
26 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
27 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
28 resolution.
29 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with
30 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
