Subdivision C-3 A variance is requested from the building line provisions of Section 31-12 to permit the installation of an automated teller machine across a platted building line. h,pplicantls Statement: Our Branch Bank located on the Northwest corner of Markham and Bowman is the busiest drive through facility in our system. The ATM at that location also handles the most transactions of any ATM in our entire system. The current stackup for the ATM would accommodate four to five vehicles and many times the vehicles are backed up into the Markham entrance to the site causing a traffic problem. The current ATM is located within a 15, X 20' area that was a "notch" in the building setback line which was approved when the site was initially platted. We would like to add an additional ATM in order to speed up the handling of ATM transactions and to allow for two ATM lanes which would accommodate stack up of nine to ten vehicles. The attached site plan shows the relocation of the existing ATM, placement of the additional ATM, and related curb and paving reconstruction. Public Works Issues: allow customers to by-pass the drive through or- ATM lanes if necessary. our engineers have performed a detailed study of the site and this seems to be the only logical way to arrange the site to provide for the additional ATM and not reduce the capacity of the existing drive through bank. Our -request is to widen the "notch" in the building setback line to 15' X 40, as depicted on the site plan. This would allow construction of the additional ATM which we need to be able to reduce the traffic congestion problem. Drive -through bank Drive -through bank ` P_ A grading permit and development permit for special flood hazard area are required prior to construction. B. Staff Analysis: The C-3 zoned property located at 12000 West Markham is occupied by a First Commercial Branch Bank. The bank consists of a drive -through facility and a freestanding ATM. This ATM handles more transactions than any other ATM in the First Commercial system. There is stacking space for 4-5 vehicles at the ATM. First Commercial would like to add an additional ATM. This would speed up the handling of ATM transactions and would allow for two ATM lanes which will provide greater stacking space for vehicles. The existing ATM will be moved slightly to igccommodate the installation of the second ATM and the creation of another traffic lane. The new ATM is proposed to be located in an area which is located across a platted 25 foot building line. The ATM will have;a setback of 10 feet from the Markham .Street property line and approximately 15 feet from the curb of the street. Staff believes the proposal to be reasonable. The minor encroachment proposed for the new ATM will not impact any F, r May 19, 1997 Item No.: 1 Cont. adjacent properties and could help alleviate crowded conditions at this branch bank. If the building line variance is approved, the applicant will have to do a one -lot replat to reflect the change -approved by the Board. The applicant should review the filing procedure with the Circuit clerk to determine if the replat requires a revised Bill of Assurance. C. Staff Recommendation: Staff recommends approval of the requested building line variance subject to the following conditions: 1.Compliance with Public Works Comments 2.A replat of the lot reflecting the change in the building line as approved by the Board. 3
