To Whom it May Concern:
Enclosed please find an Application for a Conditional Use Permit on behalf of the Little Rock
Compassion Center, Inc. This application involves a building located at 3815 W. Roosevelt Road,
Little Rock, AR 72204 that previously house the Arkansas Geological Survey, which has been
relocated, and was used as an office building. The Little Rock Compassion Center purchased the
property in February 2023.
The intent for the conditional use permit is for the building and property to operate as transitional
housing for homeless, transient, displaced and disadvantaged persons in the Little Rock area. The
Little Rock Compassion Center currently owns shelters and facilities adjacent to this property at
3618 W. Roosevelt Road and 3821 W. Roosevelt Road.
The Little Rock Compassion Center intends to use this property to increase its capacity to house
certain individuals as transitional housing. The Little Rock Compassion Center is a faith -based
non-profit organization and has provided services in the Little Rock area for over twenty (25) years
and has operated its main shelter location for approximately twenty (20) years since its purchase
of that building from The Salvation Army.
The property is to be used as transitional housing as well as to provide meals and will house
families. The Little Rock Compassion Center will also offer classes on life skills such as home
economics, job skills, budgeting, parenting and bible studies on the premises. It is estimated to
house 75 beds in approximately 30 rooms. The building will be staffed twenty-four hours a day
and all doors in the building will have locking systems in place as well as a metal detector and
camera system for security. Signage for the facility will be placed along Roosevelt Road and on
the building. Signs inside the building will include smoking and emergency exits. All rooms inside
the building will be numbered. A dumpster is already located and in place at the back of the
building. A driveway from Roosevelt Road is already in place and the building will have
approximately 60 parking spaces. VSC has been contacted regarding necessary fire and sprinkler
systems.
The Little Rock Compassion Center provides information to persons for service providers and is
able to provide and assist with transportation if needed. In connection with its current services at
its other locations, the Little Rock Compassion Center already works with and helps with most
service providers.
I am the acting agent on behalf of the Little Rock Compassion Center for its conditional use
application and provided with this application is an Affidavit to that effect. Additionally, pursuant
to the application instructions, provided herein please find the 1) Application for Conditional Use
Permit, 2) Conditional Use Permit Street Right -of -Way Dedication Agreement, 3) two (2) copies
of a survey of the property, two (2) copies of a site plan of the property with the existing buildings,
and 5) the filing fee for the application.
The Little Rock Compassion Center has contacted the Pulaski County Circuit Clerk's office to
verify if this property is located in a subdivision with a bill of assurance. Upon the information
received from the Circuit Clerk's office, there is no bill of assurance related to the property
pertaining to this application.
I respectfully ask that the Planning Commission schedule this application for a meeting as soon as
possible. To comply with the notice requirements, the Little Rock Compassion Center has already
received information from a title company of property owners situated within 200 feet of the
property and we are prepared to send the notice to those owners upon scheduling of the time, place
and date of public hearing.
