r A. Existing Conditions

The property lies along a ridge line at the western
edge of the watershed which empties to the north
through the Longlea area. Most, or all, of the
drainage originates within the boundaries.
Slopes are generally 15% to 30%. The area is heavily
wooded.
Streets, storm drainage, and all utilities have been
extended through Pebble Beach Park and are available at
the east property line. City police, fire, and
sanitation are also available.
B. Development Proposal
There will be the usual clearing and grading of street
alignments. The Engineering Division has suggested
that Pebble Beach Drive be shifted north at lots 15 and
16 by increasing horizontal curvature. This should
reduce grades (from 12.5%) and make it possible to
maintain a 30 mph sight distance at the crest with less
cutting.
The revised plat provides lots comparable to those
adjacent in Pebble Beach. Lot 35, which is 90 ft.
deep, provides a satisfactory building site. Its
building line, as well as others, is 15 ft. rather than
25 ft. and is justified by the topography. Flag lots
as shown all conform to the standard of the new
Subdivision Ordinance.
The revised plat replaces a grid street system with a
curvilinear layout which conforms more closely to the
topography and reduces street grades from a maximum of
19% to 15%. The west end of Pebble Beach Drive has
been relocated further north to a low area which will
make its westward extension easier.
C. All streets and utilities will be extended at current
standards.

D. Analysis
The Staff feels that the revised street configuration
is preferable to the original since it provides more
efficient access with less disruption to the natural
ground.
Circulation in the area could benefit from another
collector street linking Pebble Beach Drive to
Hillsboro Drive to the south.
E. Staff Recommendation
The Staff recommends approval as follows:
1. Approval of variances as requested.
2. Alignment, curvature and sight distance on
Pebble Beach Drive to be subject to approval
of the Engineering Division.
3. Extend Newbury Drive to the south as a collector
street.
4. Provide a sidewalk on one side of Pebble Beach
to match adjacent construction, and on one side
of Newbury Drive.
5. Change the name of the plat to eliminate
"Hickory" and "Hills".
Subdivision Committee Recommendation
The Subdivision Committee recommends approval as recommended
by the Staff.
Planning Commission Action:
The Commission voted to approve the plat as recommended by
the Subdivision Committee. Byron Morse abstained.
