The land involved is located on a wooded and hilly
site that is bordered by Shackleford Road on the west.
The uniquely shaped plot slopes toward the southern and
eastern bouFidaries, which face Interstate 430. The
abutting uses immediately to the north include a single
family residence and a cemetary.
B. DEVELOPMENT PROPOSAL
This application requests that a one lot tract of 11.85
acres be platted for use as an office park. Six
buildings of varying sizes are to be built. Access
will be from Shackleford and an internalized commercial
street system. The applicants are asking that a
27' main driveway be permitted from its intersection
with the second driveway within the site, eastward to
the rear of the site, instead of a 36' street/60'
right-of-way as required by Ordinance. They feel that
a 27' main driveway is more than adequate to meet its
particular traffic needs. Justification is based on
the following:
1. The fully developed and leased out site will
generate approximately 1,652 vehicles per day at
the entrance, which will be divided with four
lanes .
2. Approximately 927 vehicles per day will be
generated between the first and second driveway
intersections in the area of the 36' pavement.
3. Approximately 748 vehicles per day will be
generated in the area where the 27' driveway will
be. This is an average of one vehicle every 48
seconds during normal office hours, which makes
27' more than adequate.

4. The design of the parking areas in relation to the
main driveway provides alternate routes in the
event the driveway is blocked because of an
accident or other occurrence.
C. ENGINEERING CONSIDERATIONS
The applicant should provide one-half of 80'
right-of-way or provide us with some type of assurance
that the Highway Department will provide sufficient
right-of-way to handle improvements on Shackleford
Road.
The State Highway Department has underway a
reconstruction plan involving a new interchange on
I-430 at Shackleford which will extend Shackleford
northward to Kanis Road as four lane arterial.
Several adjacent developer/owners have contributed to
this project.
D. ANALYSIS
Staff is not in disagreement with the plat as proposed.
We do feel, however, that the applicant should be
required to build a street running through the
development to the standards as specified by Ordinance,
since the, street will be functioning as a public
commercial street.
E. STAFF RECOMMENDATION
Approval of plat subject to staff's and Engineering's
comments.
F. SUBDIVISION COMMITTEE RECOMMENDATION
The Committee decided that the construction of the 27'
street, as proposed by the applicant, will
appropriately meet the needs of the site, as designed.
A motion was made and passed for approval subject to
the engineering comments. The vote was 3 ayes, 0 noes,
2 absent.
(Editor's Note: According to Engineering, assurances for
the completion of improvements along Shackleford have been
submitted to the County.)

PLANNING COMMISSION ACTION
The applicant was present. There were no objectors. The
Commission made and passed a motion that was in agreement
with the Subdivision Committee's recommendation for
approval. The vote was: 9 ayes, 0 noes, 2 absent.*
* Commissioners Wright and Arnett -were absent.
