This right-of-way line should be verified with the approval of the Engineering Division. The property is currently involved in annexation and rezoning to "E-1" Quiet Business. The approved plat will reflect a 25' turnout radius at the intersection of Monterey and Mara Lynn. C.. Engineering Considerations (Given above) D. Analysis Covered above. No major issues. E. Staff Recommendation The Staff recommends approval subject to: 1. Contribute $25.00 per foot in lieu of boundary street improvements as condition of final -approval prior to the public project. 2. Dedicate 45' half right-of-way on Shackleford Road subject to verification by the Engineering Division. 3. Show a 25' turnout radius at the northwest plat boundary. F. Subdivision Committee Recommendation Approval as recommended by the staff (with Item 2). To specifically require dedication as proposed to be acquired by the State Highway Department with adjacent building lines to remain as presently located. PLANNING COMMISSION ACTION: The applicant, Jim Hathaway, was present. Two objectors were present and voiced their objections. The Committee stated that the 45' dimension on Shackleford right-of-way was the maximum to be required as dedicated by this owner's plat. After a lengthy discussion, the Commission voted to approve the application as recommended by the Subdivision Committee. The vote was: 5 ayes, 2 noes, 4 absent. Existing Conditions PROP. USES: Day-care Center The site is generally sloping and heavily wooded. Roadside ditches adjacent on Mara Lynn Road, and especially on Shackleford Road carry large quantities of water. All public facilities and services are available in the immediate vicinity. Shackleford and Mara Lynn adjacent are below current standard and are both part of a public project to upgrade. Terry Elementary School is adjacent on the north side of Mara Lynn Road. B. Development Proposal There will be normal clearing and grading of building sites. ,Both lots are proposed to be used for "quiet business" purposes. Layout is largely dictated by previous actions and is appropriate as proposed. Adjacent streets and drainage will be upgraded by a public project to which the developer may contribute $25.00 per linear foot if he wishes to develop prior to that project.
