HISTORY OF THE SITE The existing structures are on parcel zoned "R-4" and some streets, functioning as collectors, are currently private drives. B. EXISTING CONDITIONS This'site consists of a large wooded tract which is bounded by I-630 on the north and east, I-430 and Ka nis Road on the west. C. DEVELOPMENT PROPOSAL The applicant is requesting to plat 166 acres of property into 34 lots for use in conjunction with the large medical complex. Five thousand feet (5,000') of new street will be provided. No requests for variances have been received. June 14, 1983 SUBDIVISIONS Item No. 10 - Continued D. ENGINEERING CONSIDERATIONS 1. Improve Kanis Road adjacent to this property to minor arterial standards. 2a Construct sidewalks along Kanis Road adjacent to previously developed property. E. STAFF ANALYSIS Staff has two basic concerns relative to the proposal. First of all, it is felt that this is an appropriate time for the applicant to bring the zoning into conformance with the existing use. A rezoning application should be filed for that portion platted prior to this application that is zoned "R-4." Secondly, we feel that the collector street should no longer be private drives. They should be dedicated to the City. F. STAFF RECOMMENDATION Approval, subject to comments made. SUBDIVISION COMMITTEE REVIEW: The applicant indicated that he has initiated the rezoning. The Committee passed this to the Commission, subject to the dedication of Medical Drive, and Engineering comments. PLANNING COMMISSION ACTION: The applicant was present. There were no objectors. A motion was made and passed for approval, subject to: (1) The submission of a final plat with a Medical Drive dedication. (2) Improvement of Kanis Road adjacent to the property to minor arterial standards. (3) Construction of sidewalks along Kanis Road adjacent to previously developed property. The vote was 10 ayes, 0 nays and 1 absent.
