Planning Dist.: 24 Census Tract: 25 Variances Requested: Ft. of New Street: To permit street grades on Lile Avenue in excess of maximum requirements. Staff Recommendation: This revised and updated plat was submitted in response to a staff request at the time of the recent rezoning. In most respects the plat remains subject to terms of approval which have evolved through a process of approval and revisions over the last six or seven years. These terms cover the basic layout, the location, size, and phasing of street improvements, spacing of access points on Kanis Road, etc., in detail. Its main purposes are to: (1) establish minimum site size criteria so that the staff can approve individual final plats as they are sold and developed, (2) to specify a definite alignment for Lile Avenue with necessary street grade waivers. The developers have agreed to retain a green area to the extent of an existing easement adjacent to the interstate highway right-of-way. The Engineering Division has pointed out some of the problems with the extension of Lile Avenue east to Barrow Road. Among these problems are conflicts with the Mills Freeway off ramp and its controlled access, steep grades leading -into the intersection at Barrow, hazardous turning movements with five lanes of intersecting traffic and the presence of a signalized intersection five hundred (500) feet to the south at Riley Drive. While acknowledging these issues, note, however, that this intersection has been an element of all approvals since the beginning of the development and remains subject to approval by both the Engineering Division and the State Highway Department. Obviously, it would have been better for Lile Avenue and Riley Drive to meet at the same point and to form a loop to Kanis east and west of R Barrow Road. This was not possible for several reasons. 7/25/78 f Item No. 7 continued — The staff recommends approval as requested with: 1) Grades on Lile Avenue permitted to 16 percent rather than 7 percent, 2) The staff authorized to approve individual final plats subject to the following minimum criteria: a. Depth to width ratio not to exceed 32 to 1. b. 100 feet minimum frontage. C. Minimum lot area of 15,000 square feet. 3) All prior requirements to remain in effect. Subdivision Committee Recommendation: Representatives of the Baptist Medical Center and their engineer were present at the Committee meeting. They agreed.that there were possible problems at Lile Avenue and Barrow Road but wished to retain that option / subject to thorough review by the City and state. They also presented the possibility of a future revision to terminate Lile Avenue in a cul-de-sac. They concurred with the staff recommendation. The Subdivision Committee recommends approval as recommended by the staff. Uses: "E-1" Quiet Business Staff Recommendation: (Repeated from the May Agenda) These two lots are a revision to the overall Medical Center preliminary plat and development plan and will be subject to prior requirements as applicable. An identified City design objective is to retain trees and green areas along the interstate highway routes through town. There appears to be an area on the north end of Lot 6 which could fill this function and could be so designated. The Medical Center is to provide public access to Kanis Road east of the hospital. It appears now that the 40 foot access easement west of Lot 7 should be dedicated for that purpose. The Staff recommends that approval be subject to the following: 1. Identify a green area adjacent to Interstate Highway 630 to be retained in its natural state. 2. Dedicate the 40 foot access easement as a 60 foot right- of-way. 3. Fulfill all prior requirements as to sidewalks, etc. 4. Show necessary setbacks. 5. Add these lots to the overall plat. ' 0 (41,00 Item_No. 18 Cont.d Subdivision Committee Recommendation: The Subdivision Committee recommends approval as recommended by the Staff plus: 1. The north 100 feet of Lot 6 may be designated as green area; 2. No vehicular access from Lot 7 to Kanis Road. COMMISSION ACTION The Commission voted to approve the plat as recommended by the Subdivision Committee except for the green area which is to be provided at a reduced width as proposed by the developer. The vote was 7 ayes and one no.
