RESOLUTION NO. 12349
3 A RESOLUTION TO APPROVE THE CITY OF LITTLE ROCK
4 RISK MANAGEMENT POLICY STATEMENT; AND FOR
5 OTHER PURPOSES.
7 WHEREAS, a Risk Management Policy is necessary in order to preserve the
8 assets of the City of Little Rock by establishing programs and procedures to minimize
9 property, revenue and personnel losses, and
10 WHEREAS, a Risk Management Policy Statement has been prepared, as set forth
11 in Attachment "A" hereto, to accomplish this goal;
12 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
13 THE CITY OF LITTLE ROCK, ARKANSAS:
14 Section 1. The Board of Directors hereby approves the proposed City of Little
15 Rock Risk Management Policy which is set forth in Attachment "A" hereto.
16 Section 2. Severability. In the event any title, section, paragraph, item, sentence,
17 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
18 unconstitutional, such declaration or adjudication shall not affect the remaining
19 portions of the resolution which shall remain in full force and effect as if the portion so
20 declared or adjudged invalid or unconstitutional was not originally a part of the
21 resolution.
22 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that
23 are inconsistent with the provisions of this resolution, are hereby repealed to the extent
24 of such inconsistency.

7 The ultimate objective of the City of Little Rock Risk Management Policy is the
8 preservation of the City's assets. To accomplish this goal, the Safety /Risk Manager is
9 responsible for formulating and implementing programs and procedures that will
10 minimize the City's property, revenue and personnel losses.

12 A four -step process is used to determine the best way to protect the City's assets.
13 Those steps are:
14 1. Identify and evaluate all types of losses to which Little Rock Parks and
15 Recreation might be exposed;
16 2. Develop alternative risk management techniques to limit loss exposures;
17 3. Select and implement the most viable risk management techniques for the loss
18 exposure identified;
19 4. Constantly monitor the program to ensure that the loss techniques selected are
20 still the most viable ones.

22 As loss exposures fall into distinct and different categories and are governed by
23 different laws and statutes, they must be handled using a combination of risk control
24 and risk financing techniques to lower the frequency and severity of losses, or fund the
25 losses at the lowest cost.

27 The specific details of the City's safety and loss control programs are unfolding as
28 needs arise. The procedures currently in effect are explained in the Safety and Risk
29 Management Manual or in the Parks and Recreation Operations Guide. The City has
30 programs designed to prevent or minimize loss, including a Defensive Driving Course,
31 Safety Committee, and extensive incident reporting system.

33 A comprehensive conventional insurance program finances the Auto, Property and
34 General Liability losses that do occur. Upon the City's approval an outside insurance
35 firm investigates, monitors and pays all liability claims on the City's behalf.

37 The Workers' Compensation program is self - insured with administrative services
38 provided by an independent contractor.

I The City has adopted this risk management program as the appropriate one given
2 current conditions. This program is continually monitored, as are internal and external
3 conditions, to ensure it is the most appropriate program to meet the City's
4 requirements. When this program no longer meets the City's needs in the most
5 effective manner, adjustments to the program will be made.
