The filing of the plat for record shall constitute a complete and valid delivery of any and all easements and/or rights -of -way shown on the Plat. The lands embraced in the plat shall be forever known as Phase IX, Otter Creek Community, Little Rock, Arkansas, and every deed of conveyancq„ Ubear the lot designations as indicated on the plat.
