A. Site Histor
This site is part of the total development scheme of
mixed uses submitted previously by the applicant.
B. Existing Conditions
The site is located at an intersection on the eastern
end of the Otter Creek Subdivision. The land is
basically flat with portions located both in the
floodplain and floodway.
C. Development Proposal
This is a proposal to: develop 14.96 acres into six lots
for commercial use. New access will be provided by
290' of new street in the form of a cul-de-sac. Access
will also be provided for two lots from State Highway
No. 5.
D. Engineering Comments
1. Identify location of the floodway on the plat;
Lot 2 floor elevation should be 301.
2. Otter Creek Court should be a 36' street with a
60' right-of-way.

3. Dedicate right-of-way and improve Highway No. 5 to
minor arterial standards.
E. Staff Analysis
Staff's only concern is that the applicant is that the
applicant provide assurances as to the utility of Lot 6
since it appears to be very low. If this plat extends
into the unbuildable floodway area, down zoning to
"O-S" will be required.
F. Staff Recommendation
Approval, subject to comments made.
SUBDIVISION COMMITTEE REVIEW:
The Committee reviewed the application and requested that
the applicant specify that area that is unbuildable as a
tract, give it a lot number and dedicate it. Staff pointed
out that Lots 5 and 6 may need to be combined depending on a
location on the floodway. Water Works reported that there
is an easement requirement for the 15' adjoining the
proposed west right-of-way of State Highway #5.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. It was
reported that all floodway concerns were worked out with the
City Engineers. A motion for approval was made and passed,
subject to the submission of a revised plat showing the
extension of lot lines into the floodway area. The vote was
11 ayes, 0 noes and 0 absent.
