EXISTING CONDITIONS (1) Physical Site Characteristics The involved parcel is mostly flat and well -covered with an abundance of pine trees and natural vegetation. Frontage to the site is formed by Otter Creek Parkway to the south. (2) Existing Public Facilities: Street improvements and utilities are in place, All of the usual basic public services are available to the area. Parking Provided . . 158 (2) Legal Considerations: None. C. ENGINEERING CONSIDERATIONS Project is out of the floodway. It should be built above 298 m.s.l. - 100 Year Floodplain. We recommend the study of traffic movement at entrance and median cut for redesign of median. Realignment of entrance drive to provide "T" intersections, giving clear indication of traffic right-of-way is recommended. D. ANALYSIS No issues of significance were found. The site plan meets the requirements of the "MF-18" zoning district and indicates a clear-cut circulation pattern. The Fire Department, however, would like to have a second entrance/exit approximately 200' west of the proposed entrance. The applicant should work with them to develop an acceptable solution. Water Works has no objections to the plan but indicates that on -site fire lines will be required. The applicant will have to comply with the City's Landscaping Ordinance. E. STAFF RECOMMENDATION Approval, subject to comments made. February 15, 1983 SUBDIVISIONS Item No. 9 - Continued F. SUBDIVISION COMMITTEE RECOMMENDATION: Mr. Bob Lowe represented the applicant. It was brought out in the meeting that there was some uncertainty as to the zoning, since it appeared that a portion of the property was zoned "C-1." The applicant stated that he would resolve the issue. Since there is no developable land between the creek line on the north and the property line, it was requested that the applicant take the plat out to the center of the floodway. A motion was made and passed for approval, subject to: (1) Resolving the zoning issue before the Planning Commission meeting; (2) Resolving issue, with the Fire Department; and (3) Platting to centerline of floodway. PLANNING COMMISSION ACTION: Mr. Bob Lowe was present in favor of the application. There were no objectors. A plan was submitted which extended the plat boundary northward to the centerline of the floodway. Mr. Lowe stated that a small portion of the site did lie within a "C-1" zoning district, and he would take the appropriate steps to down -zone. A motion was made for approval, subject to: 1. Providing a second entrance/exit approximately 200' of the proposed as required by Fire Department down -zoning to "C-1." The motion passed by a vote of 11 ayes, 0 noes, 0 absent.
