HomeMy WebLinkAbout16308 1 RESOLUTION NO. 16,308 2 3 A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF 4 LITTLE ROCK,ARKANSAS,TO APPLY FOR AND UTILIZE FEDERAL- 5 AID SAFE STREETS FOR ALL FUNDS WITH THE U.S. DEPARTMENT 6 OF TRANSPORTATION; TO AUTHORIZE CITY MANAGER TO 7 EXECUTE ANY AND ALL NECESSARY AGREEMENTS AND 8 DOCUMENTS FOR ITS ADMINISTRATION; AND FOR OTHER 9 PURPOSES 10 I 1 WHEREAS, the City of Little Rock, Arkansas (City), understands Federal-Aid Safe Streets for All 12 Funds are available at 80%Federal participation and 20% local match to plan,design and implement safety 13 improvements on streets and intersection recommended by the Central Arkansas Regional Safety Action 14 Plan;and, 15 WHEREAS, the City understands that Federal-Aid Funds are available for this project on a 16 reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary 17 reimbursement; and, 18 WHEREAS, the City is submitting a grant application for the Safe Streets for All Implementation 19 Grant Funding for safety improvements that may include the following streets and intersections: 20 1. John Barrow Road(Carti Way to 36th Street) 21 2. Woodrow Street& 12th Street Intersection 22 3. University Avenue(Markham Street to Interstate 630) 23 4. University Avenue(Berkshire Drive to Asher Avenue) 24 5. University Avenue(Colonel Glenn Road/Asher Avenue to Forbing Road) 25 6. Chicot Road(Azalea Drive to Mabelvale Cut-Off) 26 7. Geyer Springs Road(Forbing Road to Baseline Road) 27 The application may also include supplemental planning funds to potentially study the following streets: 28 1. Baseline Road(Winston Drive to Abandoned Railroad) 29 2. Colonel Glenn Road/Asher Avenue/Roosevelt Road(Stannus Street to Johnson Street) 30 WHEREAS,these streets and intersections are recommended by the central Arkansas Regional Safety 31 Action Plan and fall within the USDOT Equitable Transportation Communities (ETC) National 32 Disadvantaged Census Tract; and, 33 WHEREAS, this project, using Federal Funding, will be open and available for use by the general 34 public and maintained by the applicant for the life of the project. [Page 1 0121 1 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 2 OF LITTLE ROCK,ARKANSAS: 3 Section 1. In the event that grant funds are awarded, the City of Little Rock will participate in 4 accordance with its designated responsibility, including maintenance of this project and the City Manager 5 is hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite 6 the construction of the above stated project. 7 Section 2. The Board of Directors pledges its full support and hereby authorizes the U.S. Department 8 of Transportation to initiate action to implement this project. 9 Section 3. Funding for the 20% local match is available from the City of Little Rock General Fund. 10 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 11 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 12 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and 13 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 14 resolution. 15 Section 5. Repealer.
