3 A RESOLUTION TO AUTHORIZE THE ADOPTION OF THE CENTRAL
4 ARKANSAS REGIONAL SAFETY ACTION PLAN AND A VISION ZERO
5 POLICY, WHICH INCLUDES REDUCING TRAFFIC DEATHS AND
6 SERIOUS INJURIES BY 40% BY 2040, WHILE WORKING TOWARD
7 THE GOAL OF ELIMINATING ALL TRAFFIC DEATHS AND SERIOUS
8 INJURIES WITHING THE CITY OF LITTLE ROCK, ARKANSAS; AND
9 FOR OTHER PURPOSES

1 1 WHEREAS,the City of Little Rock,Arkansas(City), is a member of Metroplan;and,
12 WHEREAS,on August 31, 2022, the Metroplan Board of Directors approved Resolution No. 22-15,
13 authorizing the submittal of an application to the U.S. Department of Transportation for a FY2022 Safe
14 Streets and Roads for All Discretionary Grant to prepare a Regional Safety Action Plan;and,
15 WHEREAS, the proposed Regional Safety Action Plan was developed through consultation with
16 expert stakeholders, the Safe Streets for All Safety Action Plan Advisory Committee(SAPAC)and public
17 outreach across Central Arkansas; and,
18 WHEREAS,roadway crashes are one of the leading causes of death in the United States;and,
19 WHEREAS,the life and health of all persons living and traveling within the City are of utmost priority,
20 and no one should die or be seriously injured while traveling on the City's roadways; and,
21 WHEREAS, Vision Zero supports a paradigm shift toward making roadways safer for all people by
22 prioritizing the safety of those most at risk to death and serious injury; and,
23 WHEREAS, making roadways safer for all people using all modes of transportation will encourage
24 people to travel on foot, by bicycle and by public transit, which supports a healthier, more active lifestyle
25 and reduces environmental pollution;and,
26 WHEREAS,the Metroplan Board of Directors adopted the Central Arkansas Regional Safety Action
27 Plan on April 24, 2024, which includes a Vision Zero Policy of reducing fatalities and serious injuries on
28 Central Arkansas roadways by 40% by 2040, while working toward the goal of eliminating both fatalities
29 and serious injuries within Central Arkansas.
30 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS:
32 Section 1. The City adopts the Central Arkansas Regional Safety Action Plan attached hereto as Exhibit
33 A and makes it part of this resolution,effective immediately.

1 Section 2. The City adopts a Vision Zero Policy, which includes reducing traffic deaths and serious
2 injuries by 40%by 2040 while working toward the goal of eliminating all traffic deaths and serious injuries
3 within the City.
4 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
8 resolution.
9 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
10 hereby repealed to the extent of such inconsistency.

RESOLUTION 24-06
A RESOLUTION APPROVING THE
REGIONAL COMPREHENSIVE SAFETY ACTION PLAN
SAFE STREETS AND ROADS FOR ALL
WHEREAS,Metroplan is the officially designated Metropolitan Planning Organization(MPO)for the
Little Rock-North Little Rock-Conway metropolitan area;and
WHEREAS,the MPO is charged with the responsibility of providing for the continuing,cooperative and
comprehensive transportation planning process for the Central Arkansas Regional Transportation Study;
WHEREAS,Metroplan received a Safe Streets and Roads for All planning grant to develop a regional
Safety Action Plan(Resolution 22151;
WHEREAS,the Metroplan Board of Directors.Policy Board of the MPO.recognizes that fatalities and
serious injuries are not inevitable and chooses to aspire to Vision Zero to eliminate all fatal and serious
injuries and sets a goal of reducing fatal and serious injury crashes by 40%by 2040(Resolution 24.02):
WHEREAS,Metroplan has completed the consultant•led Regional Safey Action Plan,which was
developed through consultation with expert stakeholders,Board members,the Safety Action Plan
Advisory Committee,and public outreach across Central Arkansas;
WHEREAS,the Regional Safey Action Plan meets the requirements of the Safe Streets and Roads for All;
WHEREAS,county-specific plans are being developed and will be incorporated into the regional plan as
completed;
NOW,THEREFORE,BE IT RESOLVED.that the Metroplan Board of Directors,the Policy Committee of the
MPO:
Section 1:That the Central Arkansas Regional Comprehensive Safety Action Plan is hereby approved and
identifies a wide variety of strategies,goals,and potential projects.
Section 2:Will develop yearly progress reports through staff identifying changes in the number of fatal
arid serious Injuries and high injury locations.
