3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,982 (MAY 16, 2023), TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A ONE (1)-YEAR CONTRACT EXTENSION WITH HOPE
6 LAWNCARE, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
7 TWENTY-ONE THOUSAND, SIX HUNDRED NINETY-THREE AND
8 11/100 DOLLARS ($121,693.11), FOR RIGHT-OF-WAY MOWING AND
9 TRIMMING, PHASE I, WITHIN THE CITY OF LITTLE ROCK,
10 ARKANSAS; AND FOR OTHER PURPOSES.

12 WHEREAS, right-of-way mowing and trimming is needed within the City of Little Rock, Arkansas,
13 (City)to maintain public rights-of-way along City streets; and,
14 WHEREAS,the City held Public Bid No. 1696 to obtain competitive bids from qualified vendors to
15 provide contractor assistance to the Public Works Department with mowing some rights-of-way along
16 street segments; and,
17 WHEREAS,the contract mowing for this program was divided into three(3) phases to allow for the
18 participation of small contractors; and, this Phase I Contract will provide contractor assistance to the
19 Public Works Department with mowing some of rights-of-way along street segments located within
20 Wards 1 and 2;and,
21 WHEREAS, HOPE Lawncare submitted the lowest bid meeting specifications for the 2022 Right-of-
22 Way Mowing and Trimming, Phase I, for areas located within Wards 1 and 2;and,
23 WHEREAS, Little Rock, Ark., Resolution No. 15,709 (June 21, 2022) authorized a contract with
24 HOPE Lawncare for one(1)-year with the option of two(2)additional one(1)-year terms;and,
25 WHEREAS, Little Rock, Ark., Resolution No. 15,982 (May 16, 2023) authorized a contract
26 extension with HOPE Lawncare for one (I)-year with the option of one (1) additional one (1)-year term;
27 and,
28 WHEREAS, the City wishes to exercise its option to extend the contract for the third and final one
29 (1)-year term with HOPE Lawncare, in an amount not to exceed One Hundred Twenty-One Thousand,
30 Six Hundred Ninety-Three and 11/100 Dollars ($121,693.1 I), which includes a 20% contingency, for
31 Right-of-Way Mowing and Trimming, Phase I, for areas located within Wards 1 and 2.
32 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
33 OF LITTLE ROCK,ARKANSAS:

Section 1. The Board of Directors authorizes the City Manager to extend the contract with HOPE
2 Lawncare, in an amount not to exceed One Hundred Twenty-One Thousand, Six Hundred Ninety-Three
3 and 11/100 Dollars($121,693.11), which includes a 20%contingency, for the Right-of-Way Mowing and
4 Trimming, Phase I,for areas located within Wards 1 and 2.
5 Section 2. Funding for this contract is available in Public Works Right-of-Way Mowing, Account
6 No.205409-S40B661.
7 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
11 resolution.
12 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
13 the provisions of Little Rock, Ark., Resolution No. 15,709 (June 21, 2022) and Little Rock, Ark.,
14 Resolution No. 15,982 (May 16, 2023),are hereby repealed to the extent of such inconsistency.
