3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH PARAGON INTEGRATED SERVICES
5 GROUP, LLC, IN AN AMOUNT NOT TO EXCEED SIX HUNDRED
6 FIFTEEN THOUSAND, NINE HUNDRED FIFTY-FIVE AND 20/100
7 DOLLARS ($615,955.20), FOR THE LEACHATE STORMWATER POND
8 IMPROVEMENTS AT THE LITLE ROCK SOLID WASTE LANDFILL;
9 AND FOR OTHER PURPOSES

11 WHEREAS, the Public Works Department has identified the need to replace the pond liner in the
12 Leachate Treatment Basin and to conduct related work at the Little Rock Solid Waste Facility;and,
13 WHEREAS,Bid No. 2365 was issued for the Leachate Stormwater Pond Improvements,and Paragon
14 Integrated Services Group, LLC, was the lowest responsive, responsible bid meeting specifications out of
15 the two(2) bids received;and,
16 WHEREAS, Little Rock, Ark., Resolution No. 15,524 (August 17, 2021), allocated Three Million
17 Dollars($3,000,000.00)of American Rescue Act Funds for Water and Sewer Infrastructure Improvement
18 Projects;and,
19 WHEREAS, Little Rock, Ark., Resolution No. 15,783 (September 6, 2022), included Two Million,
20 Thirty-Five Thousand Dollars ($2,350,000.00) of American Rescue Act Funds for Public Works Capital
21 Needs;and,
22 WHEREAS, the amount for the Leachate Stormwater Pond Improvements shall not exceed Six
23 Hundred Fifteen Thousand,Nine Hundred Fifty-Five and 20/100 Dollars($615,955.20), which includes a
24 20%contingency.
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. The Board of Directors authorizes the City Manager to execute an agreement with Paragon
28 Integrated Services Group,LLC, in an amount not to exceed Six Hundred Fifteen Thousand,Nine Hundred
29 Fifty-Five and 20/100 Dollars ($615,955.20), which includes a 20% contingency, for the Leachate
30 Stormwater Pond Improvements at the Little Rock Solid Waste Landfill.
31 Section 2. Funding for this project is allocated from the State and Local Fiscal Recovery Fund Grant,
32 authorized by the American Rescue Plan Act, and approved by Little Rock, Ark., Resolution No. 15,524
33 (August 17, 2021) and Little Rock, Ark., Resolution No. 15,783 (September 9-6, 2022), Account No.
34 G0506AR40B.

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
5 resolution.
Repealer. All laws,ordinances,resolutions,orparts of the same,that are inconsistent with
6 Section 4. p
7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
