3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH R. VALADEZ CONSTRUCTION, IN AN
5 AMOUNT NOT TO EXCEED EIGHTY-TWO THOUSAND, SEVEN
6 HUNDRED SEVENTY-THREE AND 84/100 DOLLARS ($82,773.84), FOR
7 THE HEINKE ROAD CROSS DRAIN PROJECT; AND FOR OTHER
8 PURPOSES

10 WHEREAS, the Public Works Department has identified the need to replace deteriorated metal
11 culverts with a reinforced concrete box culvert, and to restore stability to Heinke Road and improve
12 drainage capacity;and,
13 WHEREAS, bids were solicited for the Heinke Road Cross Drain Project, Bid No. 2411, and R.
14 Valadez Construction, Inc., was the lowest responsive, responsible bid meeting specifications out of the
15 seven(7)bids received.
16 WHEREAS, the amount for the Heinke Road Cross Drain Project shall not exceed Eighty-Two
17 Thousand, Seven Hundred Seventy-Three and 84/100 Dollars ($82,773.84), which includes a 20%
18 contingency.
19 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The Board of Directors authorizes the City Manager to execute an agreement with R.
22 Valadez Construction, Inc., in the amount not to exceed Eighty-Two Thousand, Seven Hundred Seventy-
23 Three and 84/100 Dollars ($82,773.84), which includes a 20% contingency, for the Heinke Road Cross
24 Drain Project.
25 Section 2. Funding for this project is allocated from the General Obligation Capital Improvement
26 Bonds,as authorized by Little Rock,Ark., Resolution No. 15,968(May 2, 2023),Account No. B7D067D.
27 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
31 resolution.
32 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
33 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
