If there is not enough room to describe the details of the project on the application, you can do see in an email. Please provide a link to the gutters you plan on using. I’ve attached the COA application here. Since these project types can be reviewed administratively, a filing fee and public notice is not required. After submission, I can review within a day or two. Please let me know what I need to do to proceed. I will take your suggestion and would like to add gutters to the structure. The fence repair is for 1016 Rock St. I can’t remember if you approved repairs for that property, or just the fence repairs at 316 E 11th Street. The fence replacement at 1016 Rock St will be a standard 6’ fence as currently exists. This doesn’t seem to be the case for this structure from the documents you’ve provided. However, if you believe this to be the case for this structure, this will need to be confirmed through an inspection by our Building Code Manager, Chuck Givens. We can coordinate a time with you for Chuck to inspect the property if you wish. Otherwise, the demolition request will need to go through our standard Certificate of Appropriateness review including a public hearing. I have confirmed that a new pre-fab building would require a COA approval since it would still be the erection of a building/structure. There isn’t a lot of wiggle room the way our ordinance is written on demolition and new construction projects. We are hiring a consultant this grant cycle to do a comprehensive update to the guidelines and items like this (non-historic small scale ancillary buildings) can be discussed if there is a need or reason to alter our process. Until then, this type of project requires a public hearing. Digging more into our files, the existing shed was approved in 2002 through a COA issued to Jay Core (HDC2002-001). I can digitize the casefile for your view and send you the link once our staff places it on the City’s digital archive. Previously, there was a larger (est. 540 sq ft) auto garage attached to the rear of the violin shop (then a motor rewinding shop). It was demolished in the 1980s or 1990s. If you choose to demolish and rebuild, the new accessory structure will need to conform to zoning regulations (setbacks and rear yard lot coverage). As I understand, it would have to be 3 feet from the side property lines, 60 feet from the front property line, and can abut the rear property line since it is a dedicated alley. Concerning rear yard lot coverage, you’d be limited to a maximum of 375 sq ft. If you’d like more building footprint or to reduce the required setbacks, a variance will be required via the Board of Adjustments. 3 Looking at the conditions of the shed now, it seems like gutters would’ve been helpful to mitigating the wood rot at the base. If you decide to repair the existing shed, staff recommends the installation of gutters, which can be administratively reviewed. Roof repairs/improvements can also be reviewed administratively. The need for more storage that is weather tight is understandable. Just let me know what you decide to pursue. Concerning the fence, would this be a different project than the one approved earlier this year for fence repair? I've attached photos for you to review. Judging by the patina of the framing, I don't think it could be any older than 1990 and is likely newer than that. We are needing to create more storage space for the violin shop and are wanting to insulate and air condition the shed to become our new warehouse. We are currently working with a contractor to see if it is going to be more cost effective to bring in a new prefab building, or to replace the rotted exterior and roof of the existing structure. If a COA is necessary for a new building, that will affect that decision. We are also looking to replace the fence around the 1016 Rock St property and will want to do that around the same time as the shed repair or replacement. It’s been a bit busier here than usual and our phones are having a difficult time with capturing voicemails. I saw that you called yesterday but am not sure if you left a voicemail, if so, I’m assuming it concerned the below inquiry. The removal of a structure would require a COA for demolition and the installation of a structure would require a COA for a new secondary building. These can be pursued concurrently as one COA application if desired. That being said, it might be possible that staff can review administratively the removal of a non-historic ancillary structure and the addition of a pre-fab shed. Could you provide photographs of the existing structure you would like to remove and any information you have concerning when it was erected on the property? Could you also provide a link to the new pre-fab shed you are wanting to place on the property?
