SUBJECT: Traffic Impacts, Pleasant Valley Office Park
As requested by the Planning Commission, the Engineering Staff has met with
Dickson Flake and Charles Taylor in order to address traffic impacts associated
with this site. There does not seem to be a totally acceptable solution to all
parties at this time, but I do believe that anticipated traffic impacts can be
satisfactorily addressed in a series of actions which will occur over the next few
years:
1. Prior to any lots being sold, the developer will construct temporary
channelization to restrict access to and from the Pleasant Valley Farm
Road. Internal roadway improvements will be implemented as shown in the
preliminary plat presented to the Planning Commission.
2. Prior to the development of Lot 1, (the large lot shown in the northwest
corner of the site), the City will try to vacant the section of Pleasant
Valley Farm Road, subject to satisfactory arrangements being made with
the Arkansas Highway and Transportation Department and other affected
property owners. If this can be done, the developer would agree to
cul-de-sac the collector street serving this site, at its intersection with
Pleasant Valley Farm Road. In the event the road cannot be vacated, the
developer would agree to widen and channelize Rodney Parham Road at
Pleasant Valley Farm Road, to ultimate standards as reflected in the
attached drawing.
Let me know if you have any comments or questions. Another meeting may be
needed in order to better define the specific improvements which have been
discussed.

We request that our Preliminary Plat application for the above referenced be
amended by the addition of the following phasing plan.
Phase I - Final Plat Lot 1 - April, 1986
Phase II - Anderson Drive Street Construction - Summer 1986
Future Phases - Plat Lots 2 thru 4 as single lot
subdivision final plats.
This would allow us to plat Lot 1 prior to the construction of Anderson
Drive. Access to Lot 1 would be provided along the Arkansas State Highway
and Transportation Department controlled Pleasant Valley Farm Road.

Preliminary Plat
Dear Bernadette:
On behalf of Terry Wood, Inc., we are submitting for approval by the Little
Rock Planning Commission, a preliminary plat for a 23 acre tract of land at
the southeastern corner of Rodney Parham Road and Cantrell Road. The tract
is zoned 0-2 - Office Park.
Four lots along with 1500 feet of new street is proposed for this
subdivision.
We are requesting that sidewalks be waived along the proposed street in
lieu of internal pedestrian circulation plan.
I have enclosed fifteen prints of the preliminary plat along with a check in
the amount of $346.00 for your review fee.
