Blick, Executive Director, QQA RE: Comments for LRHDC Hearing, December 7, 2023 DATE: November 16, 2023 The QQA Advocacy Committee met on Tuesday, November 14, 2023, and reviewed the Application for the Certificate of Appropriateness for the demolition of 420 E. 901 Street. 420 E. 9`h Street, historically known as the Woolford House, is a non-contributing resource of the National Register -listed MacArthur Park Historic District. Based upon a review of the Sanborn Fire Insurance maps and city directories, portions of the building were constructed in the late 1800s. Of significance, it was the home of R.S. Woolford and his family through the 1920s. He was the owner of the North Little Rock Times and his grandson was Admiral Eberle, U.S. Navy. As documented in Sanborn Fire Insurance Maps and the assessment by Cromwell, the building has been substantially altered and due to neglect is in a severe state of deterioration. Given the level of degradation, rehabilitation of this property to a state that would qualify for inclusion in the National Register does not appear to be economically or technically feasible.
