STAFF ANALYSIS
1. PHYSICAL SITE CHARACTERTISTICS
The land involved is hilly with natural slopes running
to 25 percent or greater. This plat is located on the
south face of a valley running east and west. The plat
elevation ranges from 480'+ to 600' falling from south
to north. A review of the7topography as required by
the Hillside Regulations is necessary.
2. EXISTING PUBLIC FACILITIES AND SERVICES
This phase of Hillsborough Subdivision is next to last
in the preliminary which can be served by water as a
675' elevation limitation exists on the area system.
3. DEVELOPMENT PROPOSAL
The owner proposes 20 single family lots of a size
ranging 13,000 to 28,000 square feet. The plat is to
be served by access over Abinger Drive to Hinson Road.
The plat will provide three lots with pipe stem access,
each of which conforms to ordinance. • The number of
lots could be changed by Hillside Ordinance review.
4. PROJECT CHARACTERISTICS
The project could best be described as large lot single
family with exclusive access by cul-de-sac design.
5. CONFORMANCE TO ORDINANCE STANDARDS
No variances are requested.
6. LEGAL CONSIDERATIONS
The owner/engineer should address the issue of adjacent
platted lands and whether there are multiple
ownerships. If there are, there may be a need to deal
with access.
7. ENGINEERING CONSIDERATIONS
Plans for improvements have been approved. No
problems.

8. ANALYSIS
This plat presents no problems as they were worked out
on the preliminary. The only area of potential
conflict with the Ordinance is the area of hillside
regulations. The engineer has not submitted his
analysis at this writing. We will address that point
at the meeting.
9. STAFF RECOMMENDATION
Approval of the plat.
SUBDIVISION COMMITTEE RECOMMENDATION:
Approval of the plat as modified by the engineer at the
meeting. This modification involves enlarging several lots
on the west end of Abinger Court to comply with Hillside
Regulations. The vote - 3 ayes, 0 noes.
PLANNING COMMISSION ACTION:
1W There were no objectors. The engineer was present. A brief
discussion was held during which the engineer stated that no
search had been made relative to the adjacent owners on the
south (Dairy Farms Addition). The staff stated the reason
that information is needed is to preclude property being
landlocked. The land on the south is an old paper plat
which may have out parcels. A motion to approve subject to
the adjacent ownerships being clarified was passed by a vote
of 8 ayes, 0 nays, 3 absent.
