VARIANCES REQUESTED:
A. Existing Conditions
This portion of Hillsborough occupies a heavily wooded
hillside which slopes about 20 percent up to the south.
Along the northern side is a water course at the bottom
of the valley.
All streets, drainage facilities and utilities have been
extended by a previous phase.
The property is in the City.
B. Development Proposal.
This plat is a revision of a part of Phase 2 previously
considered by the Commission. It proposes to extend
much the same type of design with expanded lot sizes and
is characterized by pedestrian walkways, a private
access drive at the back of some lots and a few double
frontage lots due to the topography.
Questions remain about pr-eliminary street grades and
drainage plans which, according to the Engineering
Division, require further information.

A 20' centerline offset is proposed in Finchley Drive.
C. Analysis
This section generally is well designed. However, it
should be expanded to include the balance of the
property and further information.
D. Staff Recommendation
The staff recommends that an expanded plat be submitted
which deals with the extensions committed by this layout
which gives more detailed information on drainage and
street profiles.
Subdivision Committee Recommendation:
The owner's engineer and planning consultant were present.
Discussion revolved around both the need for more
information and the developer's need to expedite this phase
of the development. The committee voted unanimously to
delay its recommendation pending receipt of further
information and staff review prior to the Commission
meeting.
Planning Commission Action:
Prior to the meeting, the staff revised an overall plan
which satisfactorily answered the questions raised about
this phase. The Commission voted unanimously to approve the
application as recommended by the staff.

Variances Requested:

STAFF RECOMMENDATION
The Staff recommends an additional 30 day deferral due to late
submittal of the revised plat and to questions relating to the
steep topography, lot sizes, access to surrounding property, and
possible changes in layout.
SUBDIVISION COMMITTEE RECOMMENDATION
The Engineer presented a revised plat at the Committee meeting
which reduced the number and length of private access easements.
The Subdivision Committee recommends approval as requested.
PLANNING COMMISSION ACTION
The owner and engineer were present. Shortly before the meeting
they submitted a revised plat which successfully addressed a
list of staff concerns. Therefore, the staff changed its
recommendation to approval of the revised plat.
The Commission voted unanimously to approve the revised plat.
