STAFF REPORT: On January 13, 2010, the applicant requested deferral of the item to allow additional time to respond to issues raised at the January 7, 2010 Subdivision Committee meeting. Staff recommends deferral of the item to the March 11, 2010 meeting. PLANNING COMMISSION ACTION- (JANUARY 28, 2010) The applicant was not present. There were no objectors present. Staff informed the Commission that the applicant had requested withdrawal of the item. There was no further discussion. The item was placed on the consent agenda and approved for withdrawal. The vote was 9 ayes, 0 noes and 2 absent. SUBDIVISION COMMITTEE COMMENTS JANUARY 07, 2010 ITEM NO.: 7 BEST BILLARDS HALL AND SPECIAL EVENT CENTER CONDITIONAL USE PERMIT — 4800 ASHER AVENUE Z-8516 Planning Staff Comments: 1. Filing fee of $205.00 has not been paid. 2. Provide signage plan. 3. Provide number of employees, including security plan for special events. 4. Provide days and hours of operation for each use. 5. Provide site lighting plan. 6. Provide fencing plan. 7. Locate dumpster and required screening. 8. Provide parking plan for sixty-five (65) paved parking spaces (1260 sq. ft. alterations shop = four (4) spaces; 5540 sq. ft. warehouse = seven (7) spaces; 5400 sq, ft. special event center = fifty-four (54) spaces). 9. Provide approval for use of former railroad right-of-way property for parking. 10. There is no Bill of Assurance for this acreage tract. Variance/Waivers: • Parking Variance. Public Works: 1. Asher Avenue is classified on the Master Street Plan as a principal arterial with special design standards. Dedication of right-of-way to forty-five (45) feet from centerline is required. The survey shows the existing right-of-way is sixty (60) feet. PAGIS information shows a 80 ft to 85 ft wide right-of-way exists adjacent to this property. The right-of-way width should be re-examined. 2. A portion of the structure is shown to extend in the 75 ft railroad right-of-way. Utilities and Fire Department/County Planning:_ Wastewater: Sewer available to this project. Entergy: No comments received. Centerpoint Energy: No comments received. AT&T (SBC): No comments received. Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. Contact Central Arkansas Water if larger and/or additional water meter(s) are required. This development will have minor impact on the existing water distribution system. Proposed water facilities will be sized to provide adequate pressure and fire protection. The Little Rock Fire Department needs to evaluate this site to determine whether additional public and/or private fire hydrant(s) will be required. If additional fire hydrant(s) are required, they will be installed at the Developer's expense. Due to the nature of this facility, installation of an approved reduced pressure zone backflow preventer assembly (RPZA) is required on the domestic water service. This assembly must be installed prior to the first point of use. Central Arkansas Water (CAW) requires that upon installation of the RPZA, successful tests of the assembly must ITEM NO.: 7 Con't Z-8516 be completed by a Certified Assembly Tester licensed by the State of Arkansas and approved by CAW. The test results must be sent to CAW's Cross Connection Section within ten (10) days of installation and annually thereafter. Contact the Cross Connection Section at 377-1226 if you would like to discuss backflow prevention requirements for this project. Fire Department: No comments received. County Planning: No Comments. CATA: The site is located on a CATA bus route. Planning Division: No Comments. Landscape; Any new vehicular use areas must be paved, landscaped and screened to comply with City code. Other: Submit responses to staff comments and four (4) copies of revised site plan (if necessary) no later than Wednesday January 13, 2010. Required notices must be sent via certified mail no later than January 13, 2010 and proof of notice returned to staff by January 23, 2010.
