Commercial retail and single-family development alone will severely tax the infrastructure of the area. However, the addition of high density, multi -family housing will have a severe impact on access and safety in the area. Having lived in West St. Louis, MO County in the late 1980's and early 1990's, I personally watched as several roads, particularly Manchester Road, experienced the same evolution as I am observing on Highway 10. That experiment was a disaster. The existing and ongoing retail and residential projects, and their proximity to Cantrell Road will not afford the re -engineering that was required to create the current West St. Louis County successes. I understand that the utility infrastructure in that part of Little Rock was designed to support single-family residential housing. If that is so, then new high -density housing will ultimately force the re -engineering of water, sewer, drainage, electrical facilities will need to be expanded and retrofitted. In addition, high -density housing works best when tied to mass -transit systems that are designed specifically for the neighborhood. I happen to know that Rock Region Metro currently has no plans for expanding bus or even para-transit service to that area. I love and am committed to life in West Little Rock, and am convinced that #Z-7500-F is a mistake that will punish current and new residents into the future. Please vote against rezoning this property from single-family residential to multi -family residential units. Many others have already cited the traffic issues and infrastructure concerns. I would also like to mention that Ison Creek routinely floods Pinnacle Valley Road at the approximate location where these apartments will be located. At a minimum, a more detailed study of the effects of the stream should be done before allowing such intensive development. We attended one of of the information meetings by Mr. Rees. I had read the city staff comments on the application and several of the neighborhood association concerns, many of which were thoughtful and well reasoned. At the information meeting, Mr. Rees response to why he needed rezoning was that he couldn't make any money as a single family residential development. Mr. Rees is an experienced developer and knew the property zoning when he purchased the property. There are number of well founded infrastructure concerns with such a dense development. I don't think changing the zoning for the economic benefit of one entity who to the detriment of many others is in the City's best interest. The proposal is to rezone the land for multi -family residential to allow for construction of The Hamilton Apartments, a 250 unit apartment complex. I oppose this rezoning for the reasons listed below. Current Highway 10 Plan —The Highway 10 Corridor plan has long documented the zoning for this land as single-family residential. The land is well suited for single family residential development, it is not well suited for a high density, multi- family apartment complex (see reasons documented in the following sections below). Construction of the proposed apartments would result in abandonment of a long standing and well thought out plan, in favor of non -planned development. Additionally, rezoning would reduce the availability of single-family residential development areas in a highly desirable location. As an example, The Village at Ison Creek is currently being developed for single-family residential on the property next to the property documented in Z-7500-F. Let's use the land in a manner that is part of a plan and not make up piecemeal changes on the fly. Traffic — I drive through the intersection of Cantrell and Taylor loop multiple times daily. I am opposed and urge all of you to oppose/deny this rezoning request. There are dozens of valid reasons to oppose the rezoning request Z-7500-F. Traffic is worsening continually and farther out Cantrell. A year ago (and longer), you could count on traffic at the Pleasant Ridge/Walton Height lights. Today, heavy traffic can be found in many parts of Cantrell, all the way out to the Ranch area. The City permitting the rezoning of the Reese parcel would negatively impact thousands of people who already depend on Hwy 10. Myself and others already avoid Hwy 10 as much as possible. This results in many vehicles routing through residential neighborhoods to reach their destinations without getting on Hwy 10 (or getting on Hwy 10 as little as possible), which of course is not good for those neighborhoods, nor were the neighborhood roads designed as secondary arteries to accommodate overflow from Hwy 10 traffic. This school year, like last school year, when we leave school, our family will drive through Pleasant Valley (on Valley Club) to Pleasant Forest to Sam Peck approximately 600 times (300 school days, 2x per day) to avoid most of Hwy 10 and Rodeny Parham. On our way to school, approximately 600 times (300 school days, 2x per day) per school year, we take Jerry Dr, to Shepard to Old Oak (Secluded Hills neighborhood) to Hinson, to avoid the light at Taylor Loop and Hwy 10, and to avoid going east on Hwy 10 to Rodney Parham. (Murphy Gas Station significantly added to the traffic congestion at Taylor Loop.) Many other people use these same routes to avoid Hwy 10 and the volume of traffic through the neighborhoods will just continue to increase until Hwy 10 is widened. With all that said, the City should place a moratorium on ALL rezoning requests along and adjacent the Hwy 10 corridor until well AFTER the widening of Hwy 10. While Valley Club, Shepard and Old Oak might be considered far from the Reese parcel and not likely to be impacted, you can see from my comments above, these neighborhoods are already being impacted. If the City approves the Reese rezoning request, these neighborhoods will have a greater flow of vehicular traffic, obviously. Below (attached) you can see the traffic congestion from Ranch to Rodney Parham today at 8:18am. Note the traffic at Pinnacle Valley Rd and Hwy 10. The project is being proposed on a piece of property of 10.75 acres with two four story apartment buildings with a north elevation of 60 feet and southern elevation of 50 feet. I live at 4 Ison Creek Cove in the Pinnacle Valley Court Subdivision, and I am against rezoning the property from single family unit to multi -family unit to allow the building of the Hamilton Apartments. This is an urban project being proposed for a suburban neighborhood. There is a Hwy 10 plan developed years ago as a master plan for this area, and we need to stick to it. Why? The infrastructure in this area was designed for single family units - both current and future. To change the zoning will increase demands on drainage, roads, and sewage in an area that is already at peak demand. Many owners of the property adjacent to the proposed development are already experiencing flooding, erosion, and drainage issues. Traffic problems are at an all- time high. It will be very costly to the city to retrofit the additional infrastructure required to handle the proposed rezoning. Our taxes are high enough already. Please vote against rezoning this property parcel from single -family -residential to multi -family -units. No apartments! The size is more comparable and compatible with a large office building or educational institution. Why is it being crammed into this small area? • What about flood plain issues? • TRAFFIC CONGESTION. Rezoning to MF18-24 at this location will only further increase the patterns and congestion at Taylor Loop and Cantrell. SAFETY issues! • Rezoning to MF 18-24 will add significantly to the already frustrating traffic congestion on Cantrell, especially eastward. Adding 300-400 cars all coming and going from this one location will greatly exacerbate the situation, especially during peak travel times. Although the entire area of this application may not fall within the Highway 10 DOD, the intent of the DOD was to allow for orderly and planned development that would keep the beauty and flavor of the countryside as you left the bustle of the city and transitioned into the suburban areas and country. The DOD hasn't lived up to those expectations. Approving this application will only add to those dwindling expectations. If quality of life issues are important in planning for a vibrant Little Rock, please DENY this application.
