We would like to be placed on the February 20th, 2020 Planning Commission Meeting Agenda. The site features the following items: 1. Use: We a proposing to develop a 2,600 square foot, one-story building to be operated as a tattoo/artist studio. The studio would like operating hours of 10:00 AM to 9:00 PM, Monday through Saturday. We are not proposing to operate on Sunday. The studio will operate similar to a quiet office or doctor's clinic. 2. Site: The site is small (0.551 acres) and has a high degree of elevation change from the north/back downwards to the front. Building and parking layout are spaced as best we can to generate enough parking stalls to service the building. A retaining wall is shown along the north/ back line. It's maximum height will not exceed 10 feet. This is necessary given Rummel Road's elevation in relation to the north's line's elevations. As a benefit, the building is considerably lower than the residential property to the north and thus allowing a natural screen. Subject: Black Cobra Tattoos Proposed Site Alex ... My name is Lance McGonigal and I live in the subdivision accessed by Rummel Rd. I just learned of plans to place a business with site access from Rummel Rd in our neighborhood. I am against locating the sites' access point from Rummel Rd. During peak traffic times in the morning and afternoon leaving Rummel Rd to access Hwy 10 heading East can be dangerous. Adding traffic flow from Rummel Rd will aggravate the already difficult traffic condition. Please reconsider this development. I have lived on this street all my life and it is a quiet family neighborhood. The potential of increased crime and traffic safety is a high concern. The entrance to the building on our road would cause loss of privacy and the appearance is way out of character with the existing properties. In many opinions, there are multiple other suburban office and retail location options for this proposed development plan. Please support our views to keep our neighborhood how we built it. Dear Lance Hines, We are opposed to the plan for developing a tattoo parlor/art studio with the entrance on Rummel Road. This is absurd and unacceptable for many reasons, but a few are mentioned below. SAFETY: Accessing Rummel Rd off Cantrell is problematic— immediately after turning onto Rummel there is a big curve, incline, and lack of visibility to traffic (blindspot). Widening Rummel at this point would not eliminate/obviate this problem. Thus, a road off Rummel at the proposed location (into the development) would be hazardous for residents returning to their neighborhood. In its present condition (with narrow lanes, no curbs and open ditches on sides of road), Rummel is not a suitable road for all the current neighborhood traffic. There is not a traffic signal at corner of Rummel and Cantrell. Adding more vehicles in the proposed area on Rummel increases the safety concerns we have in the neighborhood. UNACCEPTABLE BUSINESS IN RESIDENTIAL AREA: There are at least 10 tattoo parlors in the Greater Little Rock area. Of those listed as top/best 10, 9 are not located near or in residential areas. One that is close to residences is "Love Spell Tattoo" on corner of W Markham and Woodrow; it can be accessed without driving through the residential area. This business attracts all sorts of people and other types of "adult" businesses/activities (BTW, what does "art studio" entail?). No one wants to drive by this type of establishment coming and going every day to their home. Would you want this in your neighborhood? TATTOO BUSINESSES HAVE TACKY FACADES: Proposed building location is on a hill and would be visible from Cantrell as well as Rummel. Tattoo parlors have tacky facades —flashing neon lights, grotesque images in windows, brightly colored exteriors, etc. This does not conform to the commercial establishments that are along Cantrell in West Little Rock. Architecture and landscape are attractive, and berms were created so buildings do not appear close to the road. It is doubtful this business plans to conform to the setting of natural Arkansas. As our city representative we hope you seriously consider these points and voice a negative opinion to this development when it comes before the Little Rock Planning Commission. Dear Dana Carney, I am writing to you to express my deep concern and opposition to the opening of a tattoo parlor on the corner of Rummel and Cantrell Roads. We live in the home closest to the proposed business and think the placement of this business in this location would cause some serious safety issues. First of all, a tattoo parlor is clearly a business geared towards adults, seeing as the Arkansas state law requires that you be 18 years old to get a tattoo. Having that said, the front entrance of this business would be roughly twenty feet from the front yard of our home where we, including our two elementary school aged children, live. We feel that our kids should not be subject to an increased safety risk just for playing in their own yard. It is unacceptable that this should be located so close to a family residence, especially when there are numerous other options for the business to be located in the city. There are at least 20 other options for this business just on either side of Cantrell. It is of utmost importance to protect the safety and welfare of the families and nature of the neighborhood, which include several small children. In addition, our children attend Don Roberts Elementary and after speaking to many of the parents, they also agree that there are several other options that are not in such close proximity to two elementary schools and to the children directly adjacent in the surrounding neighborhood. Second, it has come to our attention that the business would be open during evening hours, 12 pm to 8pm. Again, this would be a huge disturbance to the neighborhood, as many families have young children. This is definitely not "suburban office" type hours, as most offices would be closed by 5 pm. Also, there is a great issue as to traffic safety. Rummel Road is a steep and windy road. It is challenging enough to drive the turns up and down the hill without adding a third direction of traffic to contend with. The visibility on that road is already challenging and introducing a third direction would greatly increase the possibility of traffic accidents. Also, this is the only road that school buses and over fifty households have to get to and from their homes. There are numerous other issues that I could list, but for me, it comes down to the safety and welfare of my young children. As a mother, I just can't understand why it is necessary to place a clearly adult focused business twenty feet from where my kids play in their own yard. This just doesn't sound like a reasonable choice, especially when there are several vacant properties that are not located this close to a residence. I would hope that any parent would understand this. I would also hope that placing an adult focused business less than 20 feet from a home with young children would be reason enough to recommend against the approval of this proposed plan.
