3 A RESOLUTION SETTING MAY 7, 2024, AS THE DATE OF PUBLIC
4 HEARING TO CONSIDER THE ISSUANCE OF WATER
5 RECLAMATION SYSTEM REVENUE BONDS FOR THE PURPOSE OF
6 FINANCING BETTERMENTS AND IMPROVEMENTS TO THE CITY'S
7 WATER RECLAMATION SYSTEM; AND FOR OTHER PURPOSES.

9 WHEREAS,the City of Little Rock, Arkansas (the"City"), owns a Water Reclamation System (the
10 "System"), which is operated by Little Rock Water Reclamation Authority (the "LRWRA"), for and on
11 behalf of the Little Rock Water Reclamation Commission(the"Commission");and,
12 WHEREAS, the Commission has determined that the acquisition, construction and equipping of
13 betterments and improvements to the System are necessary.
14 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS:
16 Section 1. A public hearing shall be held on 2024, on the question of the issuance of up to Sixty-Five
17 Million Thousand Dollars ($65,000,000.00) in principal amount of Water Reclamation System Revenue
18 Bonds for the purpose of financing betterments and improvements to the System. All interested
19 individuals in attendance shall have an opportunity to be heard concerning the proposed issuance of the
20 Bonds.
21 Section 2.The public hearing shall be held at a meeting of the Board of Directors of the City of Little
22 Rock at the Centre at University Park, 6401 West 12th Street, Little Rock, Arkansas at six o'clock on
23 May 7, 2024. If for any reason the meeting is cancelled for that date,the public hearing will be held by an
24 attorney in the City Attorney's Office,as the delegate of the Board of Directors of the City,at 6:00 PM. at
25 the regular meeting place of the Board of Directors.
26 Section 3. The City Clerk is hereby directed to give notice of such hearing in the manner prescribed
27 by law by publication at least ten (10) days prior to the public hearing, in a newspaper published in
28 Pulaski County,Arkansas,and having a general circulation in the City of Little Rock,Arkansas.
29 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
32 effect a if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
33 ordinance.

1 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with
2 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
