HomeMy WebLinkAbout16296 1 RESOLUTION NO. 16,296 2 3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO. 4 15,946 (MARCH 21, 2023),TO AUTHORIZE THE CITY MANA GER TO 5 EXTEND THE CONTRACT WITH FAB44, IN AN AMOUNT NOT TO 6 EXCEED TWO HUNDRED THOUSAND DOLLARS ($200,000.00), TO 7 PROVIDE A DAY LABOR PROGRAM TO THE RESIDENTS OF LITTLE 8 ROCK, ARKANSAS, IN AN EFFORT TO REDUCE COMMUNITY 9 VIOLENCE AND INCREASE PUBLIC SAFETY; AND FOR OTHER 10 PURPOSES. 11 12 WHEREAS, over the course of the recent COVID-19 Pandemic, there was an increase in criminal 13 activity and the City of Little Rock, Arkansas, responded to the Public Health Emergency by providing a 14 Day Labor Program for the benefit of City residents, particularly in areas identified by the Little Rock 15 Police Department as"Hot Spots", e.g. Wards 1,2, 6 and 7, in an effort to increase positive outcomes and 16 the overall quality of life for the children, youth and families residing within the City of Little Rock, 17 Arkansas;and, 18 WHEREAS, Bid No. 1489 requested applications for a Day Labor Program that would become part 19 of the Prevention,Intervention and Treatment(PIT)Programs conducted by qualified organizations located 20 anywhere within the City Limits;and, 21 WHEREAS, as a result of Bid No. 1489, Day Labor Program, one (1) application, which met the 22 minimum score for funding consideration, was selected by a Review Committee; and, 23 WHEREAS, Little Rock, Ark., Resolution No. 15,619 (February 15, 2022), authorized the contract 24 with FAB44 to provide a Day Labor Program for one(1)-year with the option of two(2)additional one(1)- 25 year terms;and, 26 WHEREAS,Little Rock,Ark., Resolution No. 15,619(February 15,2022),authorized a one(1)year 27 extension of the contract with the option of one(1)additional one(1)-year term. 28 WHEREAS, upon the formal adoption of this resolution, the third and final one (1)-year term of the 29 contract may be executed with the qualified organization using PIT Funds. 30 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 31 OF LITTLE ROCK,ARKANSAS: 32 Section 1. The Board of Directors authorizes the City Manager to extend the contract,with FABB44, 33 in an amount not to exceed Two Hundred Thousand Dollars ($200,000.00), to provide a Day Labor Pro- 34 gram. [Page 1 of 21 1 Section 2. Funding for this program is allocated in the 2024 PIT Allocation. Account No. 2 108159- S 15C576. 3 Section 3. The term for the contract listed in Section 1 of this resolution shall be for a period no 4 longer than twelve (12) months, and the program will operate between April 1, 2024, through March 31, 5 2025,with the final report due April 30,2025,with an understanding that the City ratifies,accepts and will 6 compensate any work done between April 1,2024,and the effective date of the approved,executed contract. 7 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 8 acceptable to the City Attorney;further,nothing in this resolution prevents the City from being able to offer 9 similar services to any vendor during 2024 if, in its sole discretion, it decides to do so. 10 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 11 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 12 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and 13 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 14 resolution. 15 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent 16 with the provisions of Little Rock, Ark., Resolution No. 15,619(February 15,2022)and Little Rock,Ark., 17 Resolution No. 15,946(March 21,2023),are hereby repealed to the extent of such inconsistency. 18 ADOPTED: April 16,2024 19 ATTE: APPROVED: 20 iN 21 22 us,n 1161 City Clerk Frank Sco , r., ' . 23 APP' !
