3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,969 (MAY 2, 2023), TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A ONE (1)-YEAR CONTRACT EXTENSION WITH JTS
6 FINANCIAL SERVICES, LLC, IN AN AMOUNT NOT TO EXCEED
7 NINETY-FIVE THOUSAND DOLLARS($95,000.00),FOR EMPLOYMENT
8 BENEFIT CONSULTATION SERVICES; AND FOR OTHER PURPOSES.

10 WHEREAS,Little Rock,Ark.,Resolution No. 15,449(May 4,2021),authorized the City Manager to
11 enter into an agreement with JTS Financial Services, LLC, ("JTS") to provide Consulting Services by
12 reviewing the City's Employee Benefit Plan options and making recommendations for Employee Benefit
13 Plans and associated items, i.e., Data Analytics, Reconciliation Services, Web-Based Benefit
14 Administration and Enrollment Services with Affordable Care Act Reporting; and,
15 WHEREAS, JTS also provided the City the option to include additional Administrative Services
16 regarding the Consolidated Omnibus Budget Reconciliation Act of 1985 ("COBRA") Administration,
17 Flexible Spending Account administration, and Dependent Care Plan Administration and to provide a
18 Dedicated Customer Service Platform;and,
19 WHEREAS, the City entered into a one (1)-year contract with JTS from July 13, 2021, to July 12,
20 2022,with the option to extend the contract for six(6)additional one(1)-year terms;and,
21 WHEREAS, the Board of Directors approved Little Rock Resolution No. 15,698 (June 7, 2022),
22 authorizing a one (1)-year extension of the agreement between the City and JTS, for Employee Benefit
23 Consultation, for the term of May 4,2022,to July 12,2023, with the option to extend the contract for five
24 (5)additional one(1)-year terms;and,
25 WHEREAS, the Board of Directors approved Little Rock Resolution No. 15,969 (May 2, 2023),
26 authorizing a one (1)-year extension of the agreement between the City and JTS, for Employee Benefit
27 Consultation, for the term of May 4, 2023, to May 4,2024, with the option to extend the contract for four
28 (4)additional one(1)-year terms; and,
29 WHEREAS,the City wishes to exercise its option to extend the contract for an additional one(1)-year
30 term to purchase services from JTS for Benefit Consultation,Data Analytics,Reconciliation Services,Web-
31 Based Benefit Administration & Enrollment Services, ACA Reporting, COBRA Administration and
32 FSA/DCP Administration, for the period of May 4, 2024, to May 4, 2025, with the option to extend the
33 contract for the third additional one(1)-year term;and,

1 WHEREAS,JTS can receive commissions from Dental,Vision,Long-Term Disability,Life Insurance,
2 AD&D and any other voluntary benefit insurance product except medical plan vendor commissions;and,
3 WHEREAS, Professional Services of this nature are crucial to ensure that the City will be able to
4 provide its employees with adequate health care options while maintaining City budgetary requirements.
5 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
6 OF LITTLE ROCK,ARKANSAS:
7 Section 1. The Board of Directors authorizes the City Manager to enter a one (1)-year contract
8 extension with JTS Financial Services, LLC, in an amount not to exceed Ninety-Five Thousand Dollars
9 ($95,000.00), Benefit Consultation, Data Analytics, Reconciliation Services, Web-Based Benefit
10 Administration&Enrollment Services,ACA Reporting,with an option to add COBRA Administration and
11 FSA/DCP Administration, for the period of May 4, 2024, to May 4, 2025, with the option to extend the
12 contract for three(3)additional one(1)-year terms; and,
13 Section 2. Funding for these services is allocated in Employee Benefits,Account No. 101003-63211.
14 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
15 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
16 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
17 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
18 resolution.
19 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
20 the provisions of Little Rock, Ark., Resolution 15,449 (May 4, 2021), Little Rock, Ark., Resolution No.
21 15,698(June 7,2022)and Little Rock,Ark.,Resolution No. 15,969(May 2,2023),as amended,are hereby
22 repealed to the extent of such inconsistency.
