Tavern Theater, Gateway Town Center
Dear Mr. Carney:
We are herewith submitting a conditional use permit request for the abovereferenced project. The
theater is to be located on proposed Lot 26, Gateway Town Center. The site is currently zoned C-4, with
a maximum allowable height of 35 feet. The theater will be composed of 11 screens with approximately
1100 seats. The hours of operation for the theater will be from 9:00a.m. until 3:00a.m. seven days a
week. Number of employees will vary from 150 to 200. The theater will serve food and drinks to the
patrons during the showing of the film.
The height variance that we are requesting is due to the fact that the height of the tallest parapet is 53.5
feet while the tower height would be 65 feet above the finished floor. The actual roof height would be
approximately 45 feet above finished floor.
The developer of the property is Gateway Creek LLC.

Dear Mr. Carney:
In regard to the comments from the Subdivision Committee on June 22, 2016 concerning the
abovereferenced project, I have the following response.
1. Signage will meet the requirements of the City of Little Rock. There will be signage on the
building and a pylon on -site meeting city requirements. There is a possibility that the pylon sign
will be moved off -site and in this case it will be converted to a retail center sign for the whole
development.
2. The dumpster will be enclosed with an eight -foot -tall concrete block wall. The location is shown
on the revised site plan.
3. The exterior finish of the building will primarily be tilt -up concrete walls painted as shown on the
attached drawing. There will be some EIFS panels in various locations.
4. We have revised the site plan to show the sidewalk connection as requested. All site lighting
will be low level and shield downward into the site.
We will comply with the requirements of Public Works and Landscaping.

and Development last week. The request letter said to have the comments back to you by June 20,

Mountain Valley Waste Water Treatment Plant — 25,616 Hwy 10: Z-8170-C
Entergy does not object to this proposal. A three phase overhead electrical line already
exists along the north side of Highway 10 and a single phase Overhead line already runs
along the north side of Pleasant Grove Road. Neither line appears to conflict with the
proposal. Caution should be used when working under or around power lines. Contact
Entergy in advance to discuss future service requirements, new facilities locations and
adjustments to existing facilities (if any) as this project proceeds.
Movie Tavern —11300 Bass Pro Parkway: Z-9144
Entergy does not object to this proposal. A three phase underground power line runs
along Bass Pro Parkway to the south of this proposed project. There do not appear to be

ordinance requirements.
If building rehabilitation exceeds fifty percent (50%) of the replacement cost then the
landscaping and buffer must also come into compliancy accordingly.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be
given when preserving trees of six (6) inch caliper or larger.

A perimeter planting strip is required along any side of a vehicular use area that abuts
adjoining property or the right-of-way of any street. This strip shall be at least nine (9)
feet wide. One (1) tree and three (3) shrubs or vines shall be planted for every thirty (30)
linear feet of perimeter planting strip. The southwest perimeter planting strip is deficient.
A land use buffer six (6) percent of the average width / depth of the lot will be required
when an adjacent property has a dissimilar use of a more restrictive nature. The property
to the west is zoned OS. As a component of all land use buffer requirements, opaque
screening, whether a fence or other device, a minimum of six (6) feet in height shall be
required upon the property line side of the buffer. A minimum of seventy (70) percent of
the land use buffer shall be undisturbed. Easements cannot count toward fulfilling this
requirement. The plantings, existing and purposed, shall be provided within the landscape
ordinance of the city, section 15-102.
Note: In those instances where a development site abuts a permanent public open space
and where at least one hundred (100) feet of undisturbed natural foliage exists along the
common lot line, the buffer requirement (width) along the common property line may be
reduced to the minimum landscaping and screening required by the landscape ordinance.
Activity areas on the development site along the common line shall be screened as
noted above.
Eight percent (8%) of the vehicular use area must be designated for green space; this
green space needs to be evenly distributed throughout the parking area(s). For
developments with more than one hundred fifty (150) parking spaces the minimum size
of an interior landscape area shall be three hundred (300) square feet. Interior islands
must be a minimum of seven and one half (7 1/2) feet in width. Trees shall be included in
the interior landscape areas at the rate of one (1) tree for every twelve (12) parking
spaces.
Building landscape areas shall be provided between the vehicular use area used for public
parking and the general vicinity of the building. These shall be provided at the rate
equivalent to planter strip three (3) feet wide along the vehicular use area. One (1) tree
and four (4) shrubs shall be planted in the building landscape areas for each forty (40)
linear feet of vehicular use area abutting the building.
An irrigation system shall be required for developments of one (1) acre or larger.
The development of two (2) acres or more requires the landscape plan to be stamped with
the seal of a Registered Landscape Architect.
