The following information is provided for your use in review of our Board of Adjustment Variance
application:
1. Completed application forms.
2. Six copies of the boundary survey.
3. Six copies of the site plan.
4. Our check for $205-00 to cover the filing fee.
As we have discussed in our preliminary review, this project is an urban infill development located
at the southwest corner of East Sixth and Cumberland Streets. The property is currently
occupied by several parking lots, and has been purchased by Vibrant Hospitality for the
development of a new hotel with on site surface parking. Due to the configuration and size of the
site, existing utilities, and a number of other conditions, we are requesting several variances
related to the site development, signage, street tree placements, etc. The requested variances
are outlined on the site plan as well as the application form.
We have also ordered a 200 foot ownership search and will provide notifications to surrounding
owners as required, ten days prior to the hearing. The required sign will also be posted at the
property at that time.

Application is hereby made to the Little Rock Board of Adjustment pursuant to Act 186 of 1957, Acts of
Arkansas, as amended, and Chapter 36 of the Little Rock, Ark. Rev. Code (1988), as amended, requesting a
zoning variances on the following described property:

Proposed Use of Property: Hotel with surface parking lot.
There are no private restrictions pertaining to the proposed use/development of this property.

The applicant feels that strict enforcement of these provisions would be a hardship and is requesting variances in
this case for the following reasons:
1. The site has frontages on all four sides of the block, which is not anticipated in the UU district
requirement to place parking behind the building. This parking is behind the building, but it also extends
to the other side of the block.
2. It is necessary to identify entry drives to the parking areas as part of the hotel property and not a public
parking area.
3. Sign placements at 5 feet from the property line would inhibit vehicle door opening and vehicle overhang
at the curb. The placement opportunities for signage is limited to the perimeter landscape strips which are
narrow.
4. The alignment of street trees at the Cumberland 6ch Street frontages is set to avoid conflict with existing
utilities. There is a building column that would be in conflict with one of the tree placements.
5. The Scott Street frontage has overhead electric lines which would be in conflict with the placement of
additional street trees. Perimeter trees will be provided as part of the landscape treatment.
6. The configuration of the site limits the opportunities to provide on -site parking convenience and fully
meet all street buffer requirements. Landscape strips in these areas comply with ordinance standards.
It is hereby agreed that the required fling fee will be paid immediately after fling and acceptance of this
application, and that the notice to property owners as well as the posting of the sign furnished, will be
accomplished as required.

1. Site plan must comply with the Little Rock Zoning Ordinance, Sec. 36-342.1. UU
urban use district and the City's minimal landscape and buffer ordinance requirements.
2. A perimeter planting strip is required along any side of a vehicular use area that abuts
adjoining property. This strip shall be at least nine (9) feet wide. One (1) tree and three
(3) shrubs or vines shall be planted for every thirty (30) linear feet of perimeter planting
strip. The property is located in the City's designated mature area. A 25% reduction of
the perimeter requirements is acceptable. A minimum 6.75 foot planting strip is
required along the entirety of the north property line.
Perimeter requirements are not met on east and west sides of the 71h Street driveway.
3. The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be
given when preserving trees of six (6) inch caliper or larger.

THE LITTLE ROCK BOARD OF ADJUSTMENT
ON AN APPLICATION FOR A ZONING VARIANCE
To all owners of lands lying within 200 feet of the boundary of property at:
Address: 219 East 6'h Street, Little Rock, Arkansas
General Location: Southwest comer of Cumberland and East 6`h Streets
Owned By: Vibrant Hospitality LLC
NOTICE IS HEREBY GIVEN THAT an application for zoning variances on the above property has been filed with the
Department of Planning and Development, 723 West Markham, requesting variances from:
(1) The Development Criteria provisions of Section 36-342.1 of the Little Rock Code of Ordinances to permit:
Surface parking to be located between the building and abutting streets.
(2) The Development Criteria provisions of Section 36-342.1 of the Little Rock Code of Ordinances to permit:
Monument signage at the 61h Street and Scott Street entry drives at a maximum height of 6 feet and maximum
area of 64 square feet.
(3) The Sign Setback provisions of Section 36-555 of the Little Rock Code of Ordinances to permit:
Monument signage at less than 5 feet from street right-of-way lines.
(4) The Development Criteria provisions of Section 36-342.1 of the Little Rock Code of Ordinances to permit: The
deletion of one street tree along the Cumberland Street frontage where a building column falls at the right-of-way
line.
(5) The Development Criteria provisions of Section 36-342.1 of the Little Rock Code of Ordinances to permit: The
deletion of street trees along the Scott Street frontage due to existing overhead electric lines.
(6) The Buffer Requirement provisions of Section 36-522 of the Little Rock Code of Ordinances to permit: Reduced
street buffer depths.
A public hearing on said application will be held by the Little Rock Board of Adjustment in the Little Rock Board of
Directors Chamber, 2nd Floor, City Hall, 500 W. Markham, Little Rock, Arkansas, on: January 25, 2015 at 2:00 P. M.
All parties in interest may appear and be heard at said time and place or may notify the Board of Adjustment of their
views on this matter by letter. All persons interested in this request are invited to call or visit the Department of Planning
and Development, 723 West Markham, lst Floor to review the application and discuss same with the Zoning
Administrator at 371-4790.
