E Rock Region METRO Rock Region METRO Planning and Subdivision Review Memo To: City of Little Rock Planning and Development From: Kathleen Lambert, Sr. Transit Planner Date: August 31, 2015 Re: E-Stem Public Charter School, 5500-5600 West 28th St., UALR campus Case: Z-9073 We have studied the plans submitted by your office on the above referenced area. The area is currently served by METOR at Fair Park Boulevard and 28th Street adjacent to the location indicated. We have no objections to the location of a school in this area. One concern with the plan presented is that the sidewalks do not provide a contiguous pedestrian way around the newly created block. We wish to encourage students to walk and take transit to school. E-Stem students are currently served by METRO at their location in downtown Little Rock. We already partner with E-Stem to provide rides to school for students and would continue to do so. Bus service at this location provides a bridge for students between the two campuses via UALR- Route 16. Sidewalks are an important component with in the streetscape serving transit and multi -modal transportation. METRO has plans to continue to serve the campus and plan to provide service enhancements. Thank you for your attention to this matter, and allowing us to discuss our concerns. The neighborhood association does wish to voice our apprehensions about the undefined traffic plan, but we rely upon your staff to insure that traffic is properly addressed. We also wish to express our concerns of errant traffic on Fillmore, north of 19th Street to 12th Street, which will use this route to avoid established traffic patterns. It is our hope that eSTEM will work with the city and the neighborhood to have some type of traffic controls (Stop Signs, Speed Bumps, etc.) installed on this northern stretch of Fillmore. Applicant (Owner or Authorized Agent): (Name) lxr (Date) 68 ■ FRIDAY, AUGUST 21, 2015 • Editorial Page EDITORIALS Fffty-two hundred in lime And there's little doubt why they want in T WASNT all that long ago that Folks working in downtown Little Rock first heard the strange noises. Oh, the noises were familiar, just not ex- pected in downtown —any downtown, anywhere. The sounds of laughter. Chil- drens laughter: Squealing, high-pitched, uninhibited laughter. On weekdays. Some times of the day, you'd hear them at recess. Some times of the day, they'd be standing in line waiting for pickup. But the sounds were definitely school chil- dren at play. That was a few years back when the eSTEM char- ter school opened up in Little Rock. We must say, the kids and the school have been good neighbors. But was the school a success? Here's the answer. The school is at capacity with 1,462 students. And there's a waiting list. Of more than 5,200. Yes, parents in central Arkan- sas caught on, and fast. The eSTEM school —which stands for economics, science, technology, engineering and mathematics —was the place to be. Or for their kids to be. And apparently not just the kids at the school are good at math The folks running the place want to expand, better to enroll more would- be students on that waiting list Word came Monday that eSTEM and UALR are getting together —part- nering, they call it —to create a high school campus at the University of Ar- kansas at Little Rock The university is selling a few tracts of land for below ap- praised value (much below appraised value) and plans to lease1arson Hall to the charter school. Or would if this whole idea is ap- proved by UA's full board and the state. (Why anybody would object is beyond us. They'd certainly have some explain- ing to do to 52M kids and their parents.) The folks running eSTEM say they want to enroll 5,000 in their school by 2025, a big jump in attendance. And here's hoping they enroll at least that many. Arkansas needs it Challenging instruction , ... A longer school day .... For that matter, a longer school year .... Teacher pay -for -performance .... This eSTEM campus offers much of what education re- formers are looking for. According to data kept by the state, more than 62 percent of eSTEM's grad- uates went to college last year. That beats the state average of 50 percent By all means, let's expand eSTEM. Consider this great news for students in central Arkansas. And a big cheer not only to eSTEM, but to UALR's brass, too. You folks do a state proud. 0 NE DETAIL stood out in the story about eSTEM's plans. It was just a note down in the story. Just a bit of color by our report- ers and editors to give the reader some insight about the demand out there for what eSTEM offers .... It seems more than 500 new stu- dents, or more precisely their parents, applied last winter for seats in eSTEM's third -grade class this falL The school couldn't offer any of them any seats. None of the second -graders from the year before had any plans to leave. There was just no space for anybody new. Parents have figured this thing out. And not just those lucky enough to have kids in the program. More seats for eSTEM, please. And less folks waiting in line wishing that their kids had this opportunity.
