Many other details of the partnership — including tu- ition and fees for eSTEM students taking college -level coursework and most of the financial agreements — were not settled Monday. A memorandum of under- standing between the parties says UALR would provide parking for employees and stu- dents of eSTEM "upon finan- cial arrangements to be agreed upon between the parties." UALR would also provide campus security, janitorial, regular maintenance, land- scaping and internet avail- ability to eSTEM students after working out financial agreements. The university has also agreed to let eSTEM use Ross Hall, also in the quad, should it need additional room, the memo states. To hash out those details, the memo says an advisory committee made up of an equal number of representa- tives from UALR and eSTEM will "facilitate the cooperation between the parties to foster a cooperative relationship." For UALR, the partnership will allow faculty, staff and graduate students to use the high school as a "laboratory school," said Toro, the UALR provost. UALR students study- ing STEM, education, social work, health sciences and psychology and other fields can receive student teaching opportunities, internships and other learning experiences through the partnership, she said. The UALR faculty com- pleted a study in February on the potential partnership, which noted advantages and challenges to it. The benefits included enrollment growth for UALR, which has had a de- clining student count in recent years. Officials are hoping the partnership will help close the gap between college degree at- tainment and career readiness. "Over the last 10 years, 20 years maybe, our nation- al leaders — and in turn, our state leaders — have been pushing for more graduates in the STEM disciplines," An- derson, UALR's chancellor, said. "This is widely viewed at the national level as some- thing that's critical for our eco- nomic competitiveness today in the global economy, and it's also critical for the national defense tomorrow around the world." Arkansas has continuous- ly lagged in the nation in the number of residents holding a degree. Some 350,000 Ar- kansans are estimated to have some college but no degree. That, in part, is because many of the state's high school students aren't prepared for college, Toro said. The per- centage of students entering the state's public colleges and universities unprepared for college -level coursework has fallen over the years. Still, some 43.2 percent of 20,064 students needed college pre- paratory noncredit course - work in 2014. Officials want to identify best practices from the part- nership that they can use to expand to programs with oth- er school districts and even throughout the state, Toro said. Earlier Monday, school leaders notified the eSTEM staff of the proposal and were beginning to get the word to parents of students currently enrolled at eSTEM elementa- ry, middle and high schools. "The parents that have heard about it have been over- whelmingly positive because they see the opportunities," Bacon said. "I think people are so proud of what we have accomplished to this point. Approval of plans by the Arkansas Department of Health Engineering Division and Little Rock Fire Department is required. Drop-off and pick-up of the students will be in the parking lot west of the school. Students will cross Fillmore to the school. School will start for all 750 students at 8:00 AM and end at 3:30 for 375 students with the remaining student being dismissed at 5:00. All school traffic will be on 28th Street accessing Parking Lot 14 (west of Fillmore) and not on Fillmore or the neighborhood streets north of the school. Currently Parking Lot 14 has one access point on 28th and two access points on Fillmore. Both of the Fillmore access points will remain closed, so all school traffic will have to access the lot from 28th Street. Currently, there is not a left turn lane for eastbound traffic to access Parking Lot 14. There is a short left turn lane for westbound left to access Campus Drive West. The drop off time assumed during the AM peak hour is 19 seconds and the pickup time assumed during the PM peak hour is 44 seconds. These numbers were developed after watching and counting at multiple school locations including the downtown E-STEM campuses. Turning Movement Counts Turning movement counts were conducted at the following intersections. • University Avenue / 28th (9/2/15) • Campus Drive West / 28th (9/1/15) • Campus Drive East / 28th (9/1/15) • Fillmore / 28th (9/1/15) • Fair Park / 28th (9/2/15) • Fair Park / 29th (9/3/15) Future Traffic 2035 Existing traffic from the turning movement counts were forecast 20 years using a 0.5% growth rate to develop future traffic. The future traffic numbers were used to analyze the proposed future traffic to determine if how the traffic worked on the existing roadway geometry and if improvements were needed. City concerns... The City of Little Rock is concerned about the additional traffic added to the intersections of University & 28th, Fair Park & 28th and Fair Park & 29tn The City is also concerned with eastbound left turn traffic queuing to enter into Parking Lot 14. Scenarios Using ITE's Trip Generation Rates, the school will add 219 trips entering and 103 trips exiting in the AM and 86 trips entering and 174 trips exiting in the PM. The trips for the PM peak hour are only for the 375 students dismissed at 5:00 PM. Those trip generation numbers are 56 trips entering and 114 trips JACOBs exiting. The Jacobs team has developed two different scenarios. The first scenario uses the ITE's Trip Generation Rates listed above and the second scenario matches the entering trip with the exiting trips for the AM and matches the exiting trips with the entering trips for the PM. The second scenario is a much more conservative approach. To start, the numbers were not reduced to account for any public transportation or walkers (either living nearby or have parent/sibling on the UALR campus). Westbound left turns will need to turn from the westbound through lane at the Campus Drive West intersection. ■ Have parents enter Parking Lot 14 and proceed north. The parents will be allowed to use the midpoint break in the parking lot to return to the southeast corner of the parking lot. There they will drop-off/pick-up their student. The student will have to cross in front of the vehicle before the parent can move on. It is not ideal to have the students cross in front of the vehicle, but allows the remainder of the parking lot to be used to queue vehicles waiting to deliver and pick-up students. This will also help 28th Street to remain operational when school is starting and dismissing. ■ Re -time the traffic signal at Fair Park and 28th/29tn Currently at the Fair Park and 28tn Street intersection during the PM peak hour, the southbound traffic exceeds the time allotted by the traffic signal creating a backup that can extend 6 to 8 blocks (observed during the turning movement count and verified talking to multiple students and faculty). The long queue of southbound vehicle creates an uninterrupted flow of southbound vehicles and does not provide enough gaps for northbound lefts. The northbound left quickly fill the left turn lane and block the northbound through creating backups through the intersection at 291n I—P11L( S. So the total number of cars is 374 which will require a queuing space of close to 10,000 ft. This cannot be accommodated in the parking lot. From my calculation for the model you have submitted- of the 319 total, 187 cars are still in the lot after 30 minutes. This shows that 132 cars have exited the system after 30 minutes. At the end of 1 hour, there will be 55 cars still in the lot and the next group of 319 cars will have arrived. So the total number of cars is 374 which will require a queuing space of close to 10,000 ft. This cannot be accommodated in the parking lot. No information on stagger times. Directional divide- 60% using University and 40% using Fair Park Here are TE preliminary comments: 1. Provide a site plan showing the school and surrounding street system 2. Provide a map showing key intersections with current and projected turn movement counts 3. Provide a schematic with traffic circulation plan (paths with directional arrows and drop off zones) 4. Provide specific information on the staggered arrival and departure times. Experience at other charter schools has shown that a minimum stagger time of 25 minutes, and a recommended time of 50 minutes, is required to prevent parents from arriving early and waiting. 5. Use of dual stack lanes in the parking lots will render the lots unusable during drop-off and pick-up times. 6. Dropping of students on the other side of the school requires them to cross traffic, which is not safe and will also interrupt traffic flow. 7. Providing an eastbound left -turn lane between campus drive and Parking Lot 14 will result in a turn bay of about 180 ft., which can store only 8 cars. There is a possibility the eastbound left - turn queue extends past the intersection of 28th and Campus Dr. thereby blocking westbound left -turns onto Campus Dr. and westbound thru traffic thru traffic, until the intersection is cleared. This also has the potential to create gridlock and increase delay for people who use the bigger parking lot on the north. 8. Provide specific information on locations where police assistance will be used. Will have more comments after internal staff meeting. 9/9/15 E-STEM U.A.L.R. Campus Background The project location is on the north side of 28th street between Fillmore and Fair Park. The school will have 750 students (9th and 10th grades). Drop-off and pick-up of the students will be in the parking lot west of the school. Students will cross Fillmore to the school. School will start for all 750 students at 8:00 AM and end at 3:30 for 375 students with the remaining student being dismissed at 5:00. All school traffic will be on 28th Street accessing Parking Lot 14 (west of Fillmore) and not on Fillmore or the neighborhood streets north of the school. Currently Parking Lot 14 has one access point on 28th and two access points on Fillmore. Both of the Fillmore access points will remain closed, so all school traffic will have to access the lot from 28th Street. Currently, there is not a left turn lane for eastbound traffic to access Parking Lot 14. There is a short left turn lane for westbound left to access Campus Drive West. The drop off time assumed during the AM peak hour is 19 seconds and the pickup time assumed during the PM peak hour is 44 seconds. These numbers were developed after watching and counting at multiple school locations including the downtown E-STEM campuses. Turning Movement Counts Turning movement counts were conducted at the following intersections. • University Avenue / 28th (9/2/15) ■ Campus Drive West / 28th (9/1/15) • Campus Drive East / 28th (9/1/15) • Fillmore / 28th (9/1/15) ■ Fair Park / 28th (9/2/15) • Fair Park / 29th (9/3/15) Future Traffic 2035 Existing traffic from the turning movement counts were forecast 20 years using a 0.5% growth rate to develop future traffic. The future traffic numbers were used to analyze the proposed future traffic to determine if how the traffic worked on the existing roadway geometry and if improvements were needed. City concerns... The City of Little Rock is concerned about the additional traffic added to the intersections of University & 28th, Fair Park & 28th and Fair Park & 29tn The City is also concerned with eastbound left turn traffic queuing to enter into Parking Lot 14. JACOBS Trip Generation ITE's Trip Generation Rates do not address the number trips a charter school will add. There will not be a school bus population at the school. Students will arrive via parents, public transportation, walking, carpooling, and multiple students per household. For the last two years, the E-Stem downtown campuses have averaged 10% of their students using public transportation, and additional 1% (of 10th graders) drove to school. No data at this time for the number of walkers, siblings and carpoolers. Numbers will vary year to year. Based on the provided data, a reduction of 15% from the student population for parent delivery and pick-up should be a reasonable assumption to develop trips for the development. The school will add 638 trips entering and 638 trips exiting in the AM and 638 trips entering and 638 trips exiting in the PM. To accommodate the 638 trips, the school will utilize two start times (319 trips entering and 319 trips exiting per start time) and dismissal times (319 trips entering and 319 trips exiting per dismissal time). Trip Distribution The generated trips for the school were assigned in the table below Location Percentage Percentage Percentage from North from South University 60% 60% 40% Avenue Fair Park 40% 60% 40% Proposed Improvements After modeling the AM and PM peak hours, the following improvements/changes will need to be made to optimize the arrival and departure of students to the school. • Remove the westbound left turn lane at the Campus Drive West / 28th Intersection. During the AM peak hour there are 38 westbound lefts, and during the PM peak hour there are 51 westbound lefts. • Restripe 28th Street between Campus Drive West and the Parking Lot 14 intersection to add a eastbound left turn lane. Westbound left turns will need to turn from the westbound through lane at the Campus Drive West intersection. • Have parents enter Parking Lot 14 and proceed north. The parents will be allowed to use the midpoint break in the parking lot to return to the southeast corner of the parking lot. There they will drop-off/pick-up their student. The student will have to cross in front of the vehicle before the parent can move on. It is not ideal to have the students cross in front of the vehicle, but allows the remainder of the parking lot to be used to queue vehicles waiting to deliver and pick-up students. The queue in the parking lot will need to utilize two lines of traffic to deliver the students and create enough queuing distance in the parking lot (a 100' unloading zone will need to be marked off for unloading the students — this area will not have the double line. This will also help 28th Street to remain operational when school is starting and dismissing. For the PM dismissal during the peak hour, 45 seconds per student was used and loading 5 vehicles at a time to move the queuing traffic through the parking lot faster. A school representative will JACOBS need to be posted at the entrance of the parking lot to radio ahead so the students will be ready when the car arrives. This should also decrease the 45 seconds per student used in the model. Re -time the traffic signal at Fair Park and 28th/29th Currently at the Fair Park and 28th Street intersection during the PM peak hour, the southbound traffic exceeds the time allotted by the traffic signal creating a backup that can extend 6 to 8 blocks (observed during the turning movement count and verified talking to multiple students and faculty). The long queue of southbound vehicle creates an uninterrupted flow of southbound vehicles and does not provide enough gaps for northbound lefts. The northbound left quickly fill the left turn lane and block the northbound through creating backups through the intersection at 29th. With the addition of the school traffic, a northbound left turn signal will needed at the intersection. m Re -time the traffic signal at University Avenue and 28thfor the AM and PM timing plans.
