I None Approval of the Ordinance. The Planning Commission reviewed this issue at its September 24, 2015 meeting. There were no objectors present. All owners of property located within 200 feet of the site were notified of the public hearing. There was no established neighborhood association to notify. The Commission voted, as part of the Consent Agenda, to recommend approval of the rezoning. The vote was 9 ayes, 0 nays and 2 absent. BACKGROUND Triplex, Inc., owner of the 0.16 acre lot located at 1115 Calhoun Street, is requesting to rezone the property from "R-3' Single Family District to "1-2" Light Industrial District. The property is located on the east side of Calhoun Street, south of East 11 th Street. The rezoning is proposed to allow for the construction of a parking lot to serve the existing Triplex, Inc. facilities immediately to the south. The property is comprised of one (1) platted lot. The property is vacant and mostly grass covered. A residential structure previously existed on the site. Single family residences are located on the R-3 zoned property east and west of the subject property. Triplex facilities are located to the south. Airport owned property is located further east and south. Vacant lots and a vacant commercial building are located to the north. The general area contains a number of vacant lots as well as boarded -up structures. The City's Future Land Use Plan designates this property as Residential Low Density (RL). Based on the fact that the rezoning is proposed for only one (1) small lot to be incorporated into an existing I-2 development, a land use plan amendment will not be required. Staff is supportive of the requested I-2 rezoning. Staff views the request as reasonable. The property is comprised of only one (1) platted single family lot. The rezoning is proposed to allow construction of a parking lot to serve the existing 1-2 use to the south, and not to introduce a new business to the area. Staff believes the applicant's plan to construct a new parking lot will be a quality in -fill type development for this general area south of East 6th Street and east of Bond Avenue. That lot is proposed for rezoning from R-3 residential to 1-2 light industrial to allow for additional parking for Triplex, Inc. which is located adjacent to the south of the lot. Staff spoke with the applicant and was advised that Triplex plans to relocate the existing chain link security fence which currently encloses their property to take in this additional lot. The property adjacent to the north is zoned residential so opaque screening is required along the north perimeter of the new parking lot. That screening may be either a solid fence or dense evergreen plantings. If evergreen plantings is used, the plants need to be five (5) to six (6) feet tall at the time of planting and are to be placed so that they grow together to create the opaque screen. In addition to the screening requirement, the landscape ordinance requires a landscape strip six feet nine inches (6'9") in width along the north perimeter. Within that landscape strip, one (1) tree every thirty (30) feet and one (1) shrub every ten (10) feet are required. Based on the depth of this property, it appears four (4) trees and fourteen (14) shrubs are required. The trees are to be a minimum of two (2) inches in caliper and the shrubs are to be a minimum of eighteen (18) inches in height at planting. On the front, Calhoun Street, perimeter a six feet nine inch (6'9") landscape/ street buffer is required. Within that street perimeter planting strip, one (1) eighteen (18) inch tall shrub every three (3) feet and one two (2) inch caliper tree every thirty (30) feet are required. It appears that one (1) tree and sixteen (16) shrubs are required. If the expanded parking lot contains twelve (12) or more parking spaces, interior landscape islands are required at a rate to equal at least eight (8) percent of the vehicular use area. The minimum size of a landscape island is one -hundred fifty (150) square feet. Each landscape island is to contain one (1) two (2) inch caliper tree. A twenty (20) foot wide platted but undeveloped alley right-of-way abuts the rear (east) of the lot, separating this lot from the residential properties across the alley to the east. No screening or landscaping is required along the alley perimeter of the lot.
