The purpose of this letter is to certify the following items for The TRAILS subdivision as to traffic
and road issues and/or concerns:
Entrances/exits on the East and West ends of The Trails subdivision will have safe site
distance and meet AASHTO 2012 Green Book standards and an appropriate site
distance study done prior to presentation of final design and final plat. Plan will meet all
AHTD, MUTCD, and ATSSA specifications and will be certified by me as the Registered
Engineer of Record for the project.
A traffic control and signage plan will be provided for all work affecting Kanis Road. Plan
will meet all AHTD, MUTCD, and ATSSA specifications and will be certified by me as the
Registered Engineer of Record for the project.
A traffic study will be conducted to determine if traffic light and/or turn lane is needed on
Kanis Road. The intersections (east and west) designs will require review and approval
by the City of Little Rock.
My signed engineer's seal below serves to certify that these items will be completed as stated
above during the finished design process and prior to issuance of final plat and start of
construction of any of the intersections and roadways for the subject project.

Thank you for your interest in AdvanTex Treatment Systems for use on your proposed development.
Attached you will find some general information about the treatment system itself, a brochure, and a
list of AdvanTex systems that we have worked with in Arkansas.
We have been providing the AdvanTex system in Arkansas for 12 years now. I personally live in a
neighborhood, Callaghan Creek Subdivision, which is served by this system, and is located in the City of
Little Rock's planning jurisdiction.
As you know, a system like this will require approval by the Arkansas Department of Health and the
Department of Environmental Quality before it can be constructed. This process can take anywhere
from 6 to 12 months after your design is complete.
Typically, the City will provide preliminary plat approval based on your plan to provide quality sanitary
sewer service, but they will not provide final plat approval until you have your final discharge permit
from ADEQ. That process will be determined by the City.
I am ready and available to answer any question you or the City may have regarding the AdvanTex

The Trails — PCRB Comments — 5/19/15
1. Provide letter and engineering certification for each new intersection stating that
intersection will have a safe sight distance and meet AASHTO sight distance
requirements. Pulaski County is especially concerned with western Kanis Road
intersection. Pulaski County and the City of Little Rock will inspect intersections at the
time subgrade is complete. Pulaski County will not sign final plat if any of the
intersections are unsafe
2. List panel number and floodway/floodplain designation on plat based on the July 6,
2015 maps
Lots in floodplain will require floodplain development permitting through Pulaski County
before any development occurs on the lots. Finish -Floor elevations should be left off of
final plat for these lots.
4. Obtain road connection (driveway) permit from PCRB for Kanis Road connections after
preliminary plat approval and before construction begins
5. Provide traffic control and signage plan for all work affecting Kanis Road. Plan must

RE: The Trails Subdivision — Kanis Rd.
1, Ronald 1. Wheeler — Fire Chief, have been made aware of the proposal to build a
subdivision off Kanis Rd. in the Ferndale area.
The West Pulaski Fire Protection District #23 provides fire protection service to this area.
Fire hydrants and water lines will need to meet or exceed the specifications contained in
the agreement with Central Arkansas Water and volunteer fire departments in Pulaski
County. Also, cul-de-sacs and speed round abouts will need to be of sufficient widths to
allow for fire apparatus to easily maneuver thern.
The proposed bicycle path in the subdivision will enhance safety for bicyclists with an
alternate route to the portion of Kanis Rd. known as the The Hollow which runs from
Chenal Downs to Walnut Grove Road. This stretch of road has no shoulders with drop
offs and closely lined with trees. During inclement weather many times this portion of
Kanis is not passable due to debris from downed trees (motor vehicle accidents, too) and
the main road in the subdivision will allow traffic to be diverted around it.
Lastly, westward progression of water lines towards Ferndale, we enable us to have more
reliable water sources to fight fires and less reliance on 'water shuttle operations that are
hazardous unto themselves. We look forward to having this project in our service area.

Donna,
Please accept this email as my request to withdraw without prejudice my Application to Subdivide Property and the
Conditional Use Permit Application for The Trails, proposed subdivision. As we have stated from the very beginning, The
Trails is a premier development which will comply with all regulations and standards imposed upon it. I feel my team
and I need a little more time to prove this to the city.
There have been delays due to the Holiday schedules of the many outside agencies we are working with and this has
further cause unforeseen delays we have no control over.
I do appreciate all the city staff and Planning Commission has done so far. I look forward to a great 2016 and wish you
and your entire depart a Very Merry Christmas and Happy New year. Please contact me if you need anything further for
