3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO. 8096 (FEBRUARY 1,
4 1989) TO PERMIT AN ADDITIONAL TERM IN CERTAIN SPECIAL CIRCUMSTANCES ON
5 CITY BOARDS AND COMMISSIONS; AND FOR OTHER PURPOSES.

7 WHEREAS, in Little Rock, Ark., Resolution No. 8096 (February 1, 1989), the Little Rock Board
8 of Directors instituted a policy of term limits "to ensure broad community participation on City
9 boards and commissions," and to prevent any individual from serving more than two complete
10 terms unless state law provided otherwise; and
11 WHEREAS, it has been decided that this policy should permit the possibility of an additional
12 term for a serving member in extraordinary circumstances such as, but not limited to, a time
13 when a Board or Commission is in the middle of a special project and it would be difficult or
14 impractical for a new member to have the necessary background to make decisions on such a
15 project, ;
16 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
17 ROCK, ARKANSAS:
18 Section 1 . Section 1 of Little Rock, Ark., Resolution No. 8096 (February 1, 1989) is hereby
19 amended to read as follows:
20 In order to ensure broad community participation on City boards and commissions,
21 the policy of the Board of Directors will be to limit an individual's participation to
22 two complete terms of service, provided that in extraordinary circumstances and
23 upon a public statement of the reason for such circumstances, the Board of
24 Directors, by a two- thirds (2/3) vote, may permit a sitting commissioner to serve
25 one additional term.

I Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause,
2 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional,
3 such declaration or adjudication shall not affect the remaining portions of the resolution which
4 shall remain in full force and effect as if the portion so declared or adjudged invalid or
5 unconstitutional was not originally a part of the resolution.
6 Section 3. Repealer. All laws and parts of laws inconsistent with the provisions of this
7 resolution are hereby repealed to the extent of such inconsistency including, but not limited to,
8 Little Rock, Ark., Resolution No. 8096 (February 1, 1989).
