time specified by Chapter 36, Article VI1, Section 36-454 (e) of the Code of Ordinances.
Section 4. That this ordinance shall not take effect and be in full force until the final plan approval.
Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City ofLittle Rock,
Arkansas, and designated district map be and is hereby amended to the extent and in the respects necessary
to affect and designate the change provided for in Section 1 hereof.
Section 6. Severability. In the event any title, section, paragraph, item, sentence, clanse, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and

Metropolitan Emergency Medical Services(MEMS) is requesting a Sign Variance for a
proposed ground mounted campus sign on the northwest corner of 7th & Cross streets
on the MEMS campus. The legal description of the site is:

ORIGINAL CITY OF LITTLE ROCK, PULASKI COUNTY ARKANSAS
The campus has been given the dedicated to "David J. Jones" Little Rock Ambulance
Authority Board Member Emeritus for his role in the founding of MEMS as well as years
of devoted service to the organization. The ground mounted sign follows all
requirements laid out in the Little Rock City Ordinance, Section 36-553.
City -required radial corner dedications are provided, as required. Notifications will be
given to all required neighbors.
Six copies of the Site Survey, by McClelland Engineers, the Revised Site Layout Plan
and Revised Electrical Site Plan, and the proposed Sign Graphics designed by ArchWay
Graphics, LLC are included. The filing fee is delivered here as well.

The applicant is proposing to amend the previously
approved PD-O, Planned Development Office, to allow the
placement of a ground sign along West 71h Street.
None.
Staff recommends approval of the requested PD-O zoning.
The Planning Commission voted to recommend approval of
the PD-O zoning by a vote of 10 ayes, 0 noes and 1 absent.
Ordinance No. 20,985 adopted by the Little Rock Board of
Directors on January 20, 2015, rezoned the site from UU,
Urban Use District to PD-O, Planned Development Office,
to allow the development of the MEMS Campus. The plan
included the placement of the currently constructed
buildings as well as plans for future development of the site.
The approval allowed for wall signage as allowed within the
UU, Urban Use Zoning District. The plan did not include
the placement of ground signage.
BACKGROUND
CONTINUED
The applicant is now proposing to amend the previously
approved PD-O, Planned Development Office, to allow the
placement of a ground sign along West 7 h Street. The
campus has been dedicated to "David J. Jones" Little Rock
Ambulance Authority Board Member Emeritus for his role
in the founding of MEMS as well as years of devoted service
to the organization. The sign is indicated three (3) feet in
height and five (5) feet long.
The Planning Commission reviewed the proposed PD-O
request at its March 16, 2017, meeting and there were no
registered objectors present. All property owners located
within 200-feet of the site along with the Downtown
Neighborhood Association were notified of the public
hearing. Please see the attached Planning Commission
minute record and site plan for the applicant's specific
development proposal and the staff analysis and
recommendation.
