This letter is to address the planning comments from the July 16, 2014 Subdivision Meeting:
1. The notifications have been mailed out and a copy of it all has been emailed to you.
2. The proposed construction materials will be brick, siding and architectural shingles.
3. The proposed building elevation is indicated on the drawing.
4. There will be no sign for this development.
5. The fence along the North property line will be a wood fence and if they decide to put up a
fence along the other perimeters it will be an iron type fence.
6. The maximum approximate building height is 27 feet with each building being 2 stories.
Also we are petitioning for abandonment of the existing alleys on the property.

I will be at the meeting tonight, but will still be objecting to the change in zoning. I have one house between
me and the property that is being discussed. I do not want multifamily property in a single family area. I do not agree
with 10 or 11 units going in and increasing our traffic, which is already bad on the Nix and Arthur streets.
Mr. Gilbert, the developer, promised the commission that he would get with the neighbors around the
property. He has not contacted any of us to my knowledge.
I understand that the property is zoned for 8 lots. I don't like that, but would live with 8 single family homes
instead of 10 multifamily units.
Please accept this for your notes for your meeting. I don't know of anyone in our neighborhood that is "for"
the re -zoning. We are all united and are all against the re -zoning of the property near our homes.
We would like the commission to vote NO to rezoning.

This letter is a follow up to the initial letter that voices our concerns and opposition to the
proposed development of 11 townhomes/condos at the corner of Arthur and Nix. (The initial
letter, minus the signature sheets is attached for your review)
It was our understanding that the developer of this proposed site, Mr. Gilbert, was encouraged to
meet with the residents of our neighborhood(s) to address our issues regarding his proposed
project. We are disappointed that we did not have the opportunity to sit down with him and
express our concerns. While it has come to our attention that Mr. Gilbert has amended his initial
proposal to develop 10 instead of 11 townhomes on the property, we do not feel that he has
honestly considered our neighborhoods concerns of safety and congestion that in our opinion
make this development unfeasible.
At the last Planning Commission meeting, Mr. Gilbert mentioned that he would develop the
easements that border the property in question. Our concern is that even if he makes those
improvements, Nix remains a one lane road at the proposed site. This, along with the
narrowness of Arthur, creates a safety issue not only for drivers but also for emergency vehicles
to respond to the needs of the people in our neighborhoods should the need arise.
We also respectfully submit that our neighborhood already affords current and prospective
residents a plethora of options when it comes to affordable housing. In less than a quarter mile
radius of the proposed site there are at least 5 homes for sale, 4-5 rental homes and 14 existing
townhomes. Also within that radius is The Shadow Lake Apartment Complex which houses 296
units, made up of 1, 2, and 3 bedroom apartments. Within a half mile radius of the proposed
development is Rowan Park at Kanis, a luxury apartment complex that boasts 72 one and two
bedroom units for rent. It is our understanding that Rowan Development purchased the lot at
800 Kirby Road with the intention to expand the apartments and is currently clearing the land at
Cooper Orbit and Kanis to build the Lofts at Kanis Creek. We feel that this is an
overdevelopment of our neighborhood and may prove to more detrimental than beneficial in the
long run.

It has come to our attention that a petition has been filed to change the zoning of a lot/lots at the
intersection of Nix and Arthur from R2 to PRD to allow for the development 11 condominiums.
As residents of the Shadow Ridge subdivision we are concerned about this development and
would respectfully ask that this petition be denied. Outlined below are a few of our concerns:
In 2013, the Department of Planning and Development reviewed the City's Future Land Use
Plan in our area (West of Interstate 430, and south of Chenal Parkway/Kanis Roads) as a part of
the City's efforts to maintain the Future Land Use Policy for consistency with future
development patterns. At a meeting scheduled for December 13, 2013, it was our understanding
that our area was recommended to be changed from a residential high density area to a
residential low density area. We realize that the proposed development at Nix and Arthur is just
outside of that designated area and the developer has proposed an 11 unit development instead of
the 12 units per acre that define a high density area. While the developer has taken measures to
stay within the parameters of a medium density development (6-12 units per acre), we feel the
area would be too congested for multi -family units.
Nix Road sits behind the Shadow Lake Apartment complex and runs north to south between
Markham and Kanis Road. Just below the proposed development site, Nix becomes a one lane
road. There is no easement on either side of Nix as it connects to Kanis. Cars must pull over or
drive into the ditch to make room for one another as they pass. Arthur itself is also narrow. We
are concerned that construction would block access to our neighborhood to its residents and
emergency vehicles. The increase of cars created by multiple family dwellings would increase
the hazard of driving on these roads.
Due to the layout of the lots on Nix, residents who live on the east side of Nix must park their
cars on the road. This makes Nix primarily a one lane road at certain times of the day. Adding
to the issue of crowding is the fact that the city will not pick up their garbage if it is near the cars.
Out of necessity, trash cans are placed out on the road, far from the curb (and cars) on trash days.
While Nix has a speed limit of 25 miles per hour, people are increasingly using this road as a
shortcut between Kanis and Chenal. As a neighborhood we have seen an increased problem with
speeders who do not look out for pedestrians, children, and pets that are in our neighborhood.
Again, the building of these high density dwellings here would further exacerbate this issue.

Dear Members of the Little Rock Planning Commission Board,
My name is Sharon Wilhelm and for 25 years I have lived in my home at 518 Shadow Ridge
Drive. This property is approximately 100 yards from the address in question. I am opposed to
this and wish to convey these concerns for the proposed change to PRD designation. I am unable to
attend this hearing due to a prior commitment.
First of all, you should be aware that the road way directly in front of this address at 523 Nlx Road is
only a single lane. This creates a constant pause and decrease speed with frequent stops when
driving through this section of the road. I feel that this could become a true hazard depending on the
tenants and their guests with the added traffic from more vehicles in this area. Some consideration
should be given to widening this road to the normal pattern of all neighborhood streets in Little Rock
to 2 lanes.
Second, our neighborhood is a quiet and family oriented area, with many small children living here. I
feel that this change in designation could potentially bring to our neighborhood a group of people with
different priorities in life. This could create a great divide. This change in designation could also
open up the area to further properties seeking this change. This change would be detrimental to our
area.
I hope that you consider the wishes of the people that live and have lived in this area for many years.

I am writing hat you please consider denying the request of Betty Dunn to change the
classification of 523 Nix Road from R-2 single-family to PD-R.
These are my concerns:
1. Increased traffic in a neighborhood with small lots and narrow streets. I live on Arthur
Lane, an uncurbed, narrow street. It is difficult for two cars to pass each other. If two
cars meet at the corner of Gamble and Arthur, someone has to back up and re -adjust in
order for the other guy to make the corner.
If someone has guests, or if a family has more than two cars, people must park in the
street. I have a private concrete parking pad, but people think it's part of the street and
park on it all the time. This street cannot handle additional traffic. Nix is even worse.
In the past year I have noticed many cars on Arthur Lane using it strictly as a pass -
through. This is even more true of Nix for those traveling from Kanis to Markham.
2. Nix Road at Arthur is literally a one -lane road. Even a jogger and a car cannot share the
road. I am very concerned about additional traffic at that particular corner.
3. There is plenty of affordable housing in this area, including available rental property.
Shadow Lake apartments is % mile away. There are houses for rent on Nix Road. And
there is a "for rent" sign at the apartments on Gamble Road a block down from Arthur.
Please consider leaving the property at Nix single-family in accordance with its original
zoning.
4. 1 am concerned that property values will go down and crime will go up if this property is
re-classified to accommodate multi -family housing.
5. There is no compelling reason to re -zone this property.

To Whom It May Concern:
This letter is in regard to the planned development (two-story townhomes) at the corner of Nix Road
and Arthur Lane. Our home is three houses North of the planned development. We have owned our
home in Gibralter Heights for fourteen years. We have enjoyed having a quiet, close-knit, family
oriented neighborhood. We all try to keep an eye on what it is going on and we are all concerned about
what is being proposed. We already have a large apartment complex in front of our homes, and we do
not want another multi -family development right in the middle of the neighborhood.
The proposed location isn't big enough to have anything like what is proposed to be built on it. The road
narrows down to one lane, with deep ditches on both sides, and neither Nix nor Arthur are roads wide
enough to get any kind of big equipment into the area to build what the person is proposing. We have
very little crime occurring in our neighborhood, and we would like it to stay that way. If this person does
not get the townhouse sold, then he can rent them out, and we feel that that could cause problems.
Also, we already have traffic problems on Nix Road. People speed through there all the time. We asked
for speed bumps and were told that the city couldn't afford to put speed bumps, but they would put up
speed limit signs, which they did, but it has not helped the situation. Where the street narrows to one
lane just past our home, people are always trying to go on,even if someone is coming from the other
way, which is very dangerous.
If this person wants to build a development like this, then he should build it in an area already zoned for
multi -family homes, and leave our neighborhood as it has been for many, many years.
I hope you take into consideration what we have said, and we know that the people in our
neighborhood feel the same way we do. Put yourselves in our shoes and we are sure you would agree
with us if it were proposed in your neighborhood.

Dear Gentlemen —
It has come to our attention that a petition has been filed to change the zoning of a lot/lots at the
intersection of Nix and Arthur from R2 to PRD to allow for the development 11 condominiums.
As residents of the Shadow Ridge subdivision we are concerned about this development and
would respectfully ask that this petition be denied. Outlined below are a few of our concerns:
In 2013, the Department of Planning and Development reviewed the City's Future Land Use
Plan in our area (West of Interstate 430, and south of Chenal Parkway/Kanis Roads) as a part of
the City's efforts to maintain the Future Land Use Policy for consistency with future
development patterns. At a meeting scheduled for December 13, 2013, it was our understanding
that our area was recommended to be changed from a residential high density area to a
residential low density area. We realize that the proposed development at Nix and Arthur is just
outside of that designated area and the developer has proposed an 11 unit development instead of
the 12 units per acre that define a high density area. While the developer has taken measures to
stay within the parameters of a medium density development (6-12 units per acre), we feel the
area would be too congested for multi -family units.
Nix Road sits behind the Shadow Lake Apartment complex and runs north to south between
Markham and Kanis Road. Just below the proposed development site, Nix becomes a one lane
road. There is no easement on either side of Nix as it connects to Kanis. Cars must pull over or
drive into the ditch to make room for one another as they pass. Arthur itself is also narrow. We
are concerned that construction would block access to our neighborhood to its residents and
emergency vehicles. The increase of cars created by multiple family dwellings would increase
the hazard of driving on these roads.
Due to the layout of the lots on Nix, residents who live on the east side of Nix must park their
cars on the road. This makes Nix primarily a one lane road at certain times of the day. Adding
to the issue of crowding is the fact that the city will not pick up their garbage if it is near the cars.
Out of necessity, trash cans are placed out on the road, far from the curb (and cars) on trash days.
While Nix has a speed limit of 25 miles per hour, people are increasingly using this road as a
