External storage of materials shall be screened from abutting properties and streets.
Existing and planted vegetation, berms, fences, walls and other landscaping devices may
be used to achieve the required screening. Opaque screening, whether a fence or other
device, a minimum of six (6) feet in height shall be required upon the property line side
of the buffer.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be
given when preserving trees of six (6) inch caliper or larger.

Street buffers will be required at six (6) percent of the average depth of the lot. The
minimum dimension shall be one-half ('/2) the full width requirement but in no case less
than nine (9) feet. The maximum dimension required shall be fifty (50) feet. The
approximate average depth of the lot is nine hundred and thirty (930) feet. A fifty foot
(50) foot wide buffer is required along Kanis Road.
A land use buffer will be required when an adjacent property has a dissimilar use of a
more restrictive nature. As a component of all land use buffer requirements, opaque
screening, whether a fence or other device, a minimum of six (6) feet in height shall be
required upon the property line side of the buffer. A minimum of seventy (70) percent of
the land use buffer shall be undisturbed. Easements cannot count toward fulfilling this
requirement. The plantings, existing and purposed, shall be provided within the landscape
ordinance of the city, section 15-81.
The property to the west is zoned R-2, therefore a minimum buffer will be required at six
(6) percent of the average depth of the lot. The maximum dimension required shall be
fifty (50) feet in all instances. A fifty (50) foot buffer is required on the west property
line.
A perimeter planting strip is required along any side of a vehicular use area that abuts
adjoining property. This strip shall be at least nine (9) feet wide. Provide trees with an
average linear spacing of not less than thirty (30) feet within the perimeter planting strip.
Provide three (3) shrubs or vines for every thirty (30) linear feet of perimeter planting
strip.
Eight percent (8%) of the vehicular use area must be designated for green space; this
green space needs to be evenly distributed throughout the parking area(s). For
developments with more than one hundred fifty (150) parking spaces the minimum size
of an interior landscape area shall be three hundred (300) square feet. Interior islands
must be a minimum of seven and one half (7 1/2) feet in width. Trees shall be included in
the interior landscape areas at the rate of one (1) tree for every twelve (12) parking
spaces.
Landscape areas shall be provided between the vehicular use area used for public parking
and the general vicinity of the building, excluding truck loading or service areas not open
to public parking. These areas shall be equal to an equivalent planter strip three (3) feet
wide along the vehicular use area.
The development of two (2) acres or more requires an approved landscape plan stamped
with the seal of a registered landscape architect prior to the issuance of a building permit.
A landscape irrigation system shall be required for developments of one (1) acre or

6. Southeast Side of Rahling Road and Chenal Parkway Z-6323-
Site plan must comply with the City's minimal landscape and buffer ordinance
requirements and the Chenal/Financial Center Design Overlay District.

width) is required along Rahling Circle.

Site plan must comply with the City's minimal landscape and buffer ordinance
requirements and the Highway 10 Scenic Corridor Overlay District.
The Highway 10 frontage (front yard) shall consist of a minimum of forty (40) feet of
landscaped area exclusive of right-of-way. The landscaped area shall contain organic
and/or combined man-made/organic features such as berms, brick walls and dense
plantings such that vehicular use areas are screened when viewed from an elevation of
forty-two (42) inches above the elevation of the adjacent street. Trees shall be planted or
be existing at least every twenty (20) feet and have a minimum of two (2) inches in
diameter when measured twelve (12) inches from the ground at time of planting. Provide
screening shrubs no less than thirty (30) inches in height at installation with an average
linear spacing of not less at three (3) feet within the required landscape area

more restrictive nature. As a component of all land use buffer requirements, opaque
screening, whether a fence or other device, a minimum of six (6) feet in height shall be
required upon the property line side of the buffer. A minimum of seventy (70) percent of
the land use buffer shall be undisturbed. Easements cannot count toward fulfilling this
requirement. The plantings, existing and purposed, shall be provided within the landscape
ordinance of the city, section 15-81.
The property to the north and east is zoned R-2 therefore, (6% of the average lot width) a
minimum seventeen (17) foot buffer is required on the north property line and a
minimum nine (9) foot buffer is required on the east property line.
A perimeter planting strip is required along any side of a vehicular use area that abuts
adjoining property. This strip shall be at least nine (9) feet wide. Provide trees with an
average linear spacing of not less than thirty (30) feet within the perimeter planting strip.
Provide three (3) shrubs or vines for every thirty (30) linear feet of perimeter planting
strip.
Eight percent (8%) of the vehicular use area must be designated for green space; this
green space needs to be evenly distributed throughout the parking area(s). The minimum
size of an interior landscape area shall be one hundred fifty (150) square feet for
developments with one hundred fifty (150) or fewer parking spaces. Interior islands must
be a minimum of seven and one half (7 1/2) feet in width. Trees shall be included in the
interior landscape areas at the rate of one (1) tree for every twelve (12) parking spaces.
Landscape areas shall be provided between the vehicular use area used for public parking
and the general vicinity of the building, excluding truck loading or service areas not open
to public parking. These areas shall be equal to an equivalent planter strip three (3) feet
wide along the vehicular use area.
An irrigation system shall be required for developments of one (1) acre or larger.
For developments of less than one (1) acre a there shall be a water source within seventy-
five (75) feet of the plants to be irrigated.

have checked site distance using AASHTO standards and we have close to 900 ft of sight distance to the east
along Kanis Road and well over 1500 ft of sight distance to the west along Kanis Road. See you guys at the PC

Kanis Road Access Drives Sight Distance
Mr. Chi:
As requested by the City of Little Rock, we have examined the proposed access drives locations that are
to serve The Lofts at Kanis Creek per the preliminary site plan you provided.
A Policy on Geometric Design of Highways and Streets, 6th Edition, 2011, AASHTO, as well as ITE's
"Guidelines to Driveway Design," indicates for a 40 MPH design speed (actual existing speed limit is
posted at 35PMH) that the intersection sight distance should be 445 feet for a left turn and 385 feet for
right turn from a stop on the driveway. These values have been calculated and verified. The results of the
calculation are attached.
Upon examination in the field of available sight distance at each of the proposed two access drives, it has
been determined that the available intersection sight distance is in excess of 500 feet in either direction on
Kanis Road. This indicates adequacy of the intersection sight distance for these drives as proposed.

Do you understand what street improvements are required to be constructed?
We do need the proposed grading plan. That comment was made because Panther Branch creek traverses thru the
property which will require USCOE approval to modify it. If approval is not obtained from USCOE, 25 ft undisturbed
buffers are required to be maintained on both side of the creek measured from the top of bank. The comment also
gives some idea where the stormwater detention facility will be located. Some detention facilities are rather large. This
facility could require buildings to be moved on the site plan.

Petition of Concern
Regarding the Proposed Development by Rowan Development LLC
located on the 14300 block of Kanis Road, Little Rock
We, the undersigned, are concerned with the development being proposed by
Rowan Development LLC. The property is currently zoned R-2. The developer would
like to change the zoning and build 288-aPAqMe= on 14.03 acres (high density.)
We are concerned that another high density project on Kanis Road would have an
adverse impact in this area due to the lack of infrastructure. The current road is a one -
lane each way, with no turn lanes or shoulder area. There is no public transportation or
city parks to support new residents. Baker Elementary School, in the Pulaski Co.
Special School District, is not prepared for the volume of students being proposed by
these developments. Surrounding neighborhoods would have difficulty accessing Kanis
Road, especially during peak traffic hours which includes the morning rush hour, the
after -school rush hour and evening rush hour.
Other area construction includes:
1) City of LR approved Panther Branch LLC (July 14, 2014) to build an apartment
complex of 188 a nts off the intersection of Kanis and Cooper Orbit. This is a
high density project with one entrance/exit onto Kanis Road.
2) The LR Planning and Development staff has been contacted by a lawyer regarding
a project to build on 10 acres on the corner of Kanis and Pride
Valley. Another high density project. (Currently zoned Office - 2.)
3) Rowan Apartments, located behind the Valero gas station is purchasing additional
land on Kirby to build more apartments on site. This is an existing high density
project.
4) Capitol Hill Apartments is about to begin construction of over off of
Cooper Orbit. This project is already approved by the City of LR and permits are in
the process of being filed.
5) In addition, there are two residential, single family home construction projects in the
area. Rocket Properties, Phase 2 of the Woodland's Edge neighborhood, which
includes 32 homes, is currently under construction. And another single family
residential project, Pinterra Estates has been city board approved for 36 homes
across from Baker Elementary School.
While we understand development will encroach on our neighborhoods, we feel it
should be done with planning and input of existing residents and businesses and with
the supporting infrastructure. We have homes and area businesses in existence
because of certain aesthetics, like the abundance of trees and green space.
Please consider our concerns and do not support this development until the
infrastructure is in place to accommodate additional construction with a lower density
rating. Thank you.

The Woodlands Edge Community Association's board of directors met this past Tuesday evening to review the zoning
proposals that will be before the Little Rock planning commission next Thursday September 18th, 2014. We reviewed a
complete site plan, architectural details and building elevations for the Kanis Creek Apartments. We only had a
schematic site plan for the Lofts at Kanis Creek with no additional details or architecture to evaluate at the time.
We have previously expressed our concerns about the dangerous traffic congestion, volumes and speeds that already
exist along this length of Kanis Road. At most intersection with Kanis, left and right hand turning movements can be
nearly impossible at peak times and certainly dangerous most of the time. Without additional improvements to Kanis
Road, and better control of intersections we feel this situation will continue to worsen. The recent approval of multi-
family units along Kanis Road will generate additional traffic and will certainly exacerbate the current problem.
Now, with the prospect of over 500 more mufti -family units planned in this immediate area we feel this will certainly
create an even more dangerous situation coupled with the current lack of street improvements on Kanis Road.
Therefore we strongly encourage the city to:
1. Substantially reduce or eliminate the number of multi -family units currently being proposed in this area, and
2. Facilitate additional improvements to Kanis Road to allow for safe traffic movement.
While we are not opposed to normal, rational development in accordance with the city's land use plan, we do feel that
the current proposals need careful scrutiny to assure safety and a continuation in the quality of life for all surrounding
residents.

I hope this correspondence finds you well. Please allow this letter to serve as an informative
source regarding the proposed development of The Lofts at Kanis Creek. This project is
expected to be developed as a luxury multi -family residential community encompassing 288
living units contained within approximately fourteen apartment buildings. The community will
also house a clubhouse / leasing office, detached work out center, community pool and
poolhouse, as well as a maintenance work shop.
The Lofts at Kanis Creek encompasses approximately 14.03 acres of land that is currently
zoned R2, single family. At this time, Rowan Development requests rezoning to PRD that would
allow multi -family residential uses. The current plans being submitted to your office detail
residential development of approximately twenty living units per acre. I believe development
density of this level would correlate with similar planned developments located to the east of the
property along Kanis as well as existing commercial properties neighboring the lot.
Our company expects that this planned development would improve the local area surrounding
the development site. Further enhancement of the Kanis Road corridor is also expected with
this development as it compliments other previously approved development projects located in
the vicinity both planned and existing.

asphalt shingle roofs.
3. Planning building elevations are attached in this response as Exhibits A and B.
4. There will be a community property sign located along the Northern edge of the
property along Kanis Road. The property sign will be ten feet tall and approximately
120SF in size. See revised site plan as Exhibit C.
5. Fencing will be provided at the Northern, Western, and Southern property boundaries.
Six-foot wooden fences will be constructed in these areas. Six-foot aluminum or
wrought iron fencing will be constructed on the Eastern property boundary along Kanis
Road frontage. Privacy gates will also be provided in this area.
6. Expected building heights will be approximately 65 feet in height. Some structures are
expected to be three stories while others may be four stories depending on the grades
