3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXECUTE
4 AN AGREEMENT WITH JACKSON BROWN PALCULICT
5 ARCHITECTS, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
6 FIFTY-SIX THOUSAND, NINE HUNDRED SEVENTY-FIVE DOLLARS
7 ($156,975.00),TO PROVIDE ARCHITECTURAL DESIGN SERVICES FOR
8 THE CONSTRUCTION OF A NEW FIRE STATION TO BE DESIGNATED
9 AS FIRE STATION NO. 25, TO BE LOCATED AT THE NORTHEAST
10 CORNER OF ARKANSAS STATE HIGHWAY 10 AND MORGAN
11 CEMETARY ROAD; AND FOR OTHER PURPOSES.

13 WHEREAS, the City of Little Rock ("City") issued a Request for Qualifications No. 2274 ("RFQ")
14 on October 10, 2023, for Architectural Design Services for the new construction of Fire Station No. 25,to
15 be located at the northeast corner of Arkansas State Highway 10 and Morgan Cemetery Road; and
16 WHEREAS,pursuant to this RFQ,the Selection Review Committee selected Jackson Brown Palculict
17 Architects from the submitted proposals; and,
18 WHEREAS,the contract amount for the Architectural Design Services is an amount not to exceed One
19 Hundred Fifty-Six Thousand, Nine Hundred Seventy-Five Dollars ($156,975.00), which includes a 15%
20 contingency fee to cover reimbursable expenses with a 1.1 multiplier, including Civil & Survey,
21 Geotechnical Engineering and other general reimbursable expenses.
22 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The Board of Directors hereby authorizes the City Manager to execute an Architectural
25 Services Agreement with Jackson Brown Palculict Architects for Architectural Design Services, in an
26 amount not to exceed One Hundred Fifty-Six Thousand, Nine Hundred Seventy-Five Dollars
27 ($156,975.00),for the construction of Fire Station No. 25,to be located at the northeast corner of Arkansas
28 State Highway 10 and Morgan Cemetery Road.
29 Section 2. Funding for this contract is available through the American Rescue Plan Act Special Projects
30 Account No. 271519-G0601 AR51 C-63390.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
4 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
