HomeMy WebLinkAbout22428 1 ORDINANCE NO. 22,428 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN 5 AGREEMENT WITH BRYCER, LLC, FOR A ONE (1)-YEAR PILOT 6 PROGRAM FOR THE BRYCER COMPLIANCE ENGINE, A THIRD- 7 PARTY INSPECTION AND REPORTING SYSTEM FOR FIRE 8 PROTECTION SYSTEMS WITHIN THE CITY OF LITTLE ROCK, 9 ARKANSAS; TO DECLARE AN EMERGENCY; AND FOR OTHER 10 PURPOSES. 11 12 WHEREAS, the Arkansas Fire Prevention Code ("Fire Code") requires periodic testing and 13 maintenance of all Fire Protection Equipment, to include Fire Sprinkler, Fire Alarm and Hood Vent 14 Systems; and, 15 WHEREAS, the Fire Code also requires that the Third-Party Inspector of included Fire Protection 16 Systems submit completed Inspection Reports as directed by the Fire Code Official; and, 17 WHEREAS, with the current system utilized, there are reports submitted by e-mail and standard 18 mail,while others are not being submitted at all;and, 19 WHEREAS, the Brycer Compliance Engine system will assist the City to track Fire Protection 20 Systems, increase Inspection and Testing Code compliance, reduce false alarms and ensure a safer 21 community,at no cost to the City. 22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 23 OF LITTLE ROCK,ARKANSAS: 24 Section 1. The Board of Directors authorizes the City Manager to waives the requirement of a 25 competitive selection process and enter into an Agreement with Brycer, LLC, regarding a one (1)-year 26 pilot program for a Third-Party Inspection and Reporting System for Fire Protection Systems inside the 27 City of Little Rock,Arkansas. 28 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 29 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or • 30 adjudication shall not affect the remaining portions of the ordinance, which shall remain in full force and 31 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 32 ordinance. 33 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent 34 with the provisions of this ordinance,are hereby repealed to the extent of such inconsistency.
