Please be advised that the aforementioned site will be built and owned by Nova Towers, LLC, a Delaware
limited liability company, whose address is 1720 Peachtree Street, Suite 629, Atlanta, GA 30309. AT&T
Mobility will be the primary tenant and has contracted with Nova for the construction and ownership of
the tower. The underlying ground lease with Adams Chapel Church will be assigned to us concurrent
with approvals by all governmental entities and AT&T's execution of a Site License Agreement.
Nova is committed to making collocation for all wireless providers as simple as possible. We specialize
in Build to Suit and rooftop/tower management programs. Our clients include AT&T, Verizon, T-Mobile
and others. This tower will be of monopole design and is being built to accommodate two additional
carriers. The leased area is 60' x 70' and will easily house AT&T's shelter while providing space for two
more of similar size.

PROPOSED MONOPOLE
AT&T proposes to construct a 94' monopole. As the primary carrier, AT&T Mobility will occupy the
tower at the top level of 94.' The effective radiated power of AT&T's equipment at this facility is noted
below per transmitted frequency and references the applicable FCC regulation per frequency band. All

COLLOCATION STATEMENT
PROPOSED TOWER AT PINE ST AND CHARLES BUSSEY AVE
In April of this year, 2013, AT&T contracted with vendors to seek and acquire a cell site in the
area depicted on the attached map. The target was at 17th Street and Lewis and was requested
to be 120' in height. The purpose of the site was to fill in service gaps in the general vicinity,
much of which is residential.
An exhaustive search was conducted of the area to find a tower or other structure that would
be suitable for a cell site but none that were feasible were found. No other towers exist in the
ring. Existing structures such as churches or commercial buildings were not tall enough to be
feasible. AT&T is currently on the roof of UAMS, 7/10 miles from the subject site. They also
have a site at War Memorial Stadium. Hence, no sites in that area were feasible as they are too
close to existing sites.
The center of the search ring was discovered to be favorable zoning, which would have allowed
for a tower of desired height. However, the owner of that property was in the process of selling
and the new owners had not yet decided on final plans for it so the notion of a cell site was
rejected. The bulk of the remainder of the ring is zoned residential. The proposed location is at
the edge of the search ring and represents one corner of a commercially zoned intersection. It
presents an opportunity to meet setbacks from residential if the tower height is reduced from
its desired level of 120.' Propagation studies revealed that the proposed site, while not
optimum, meets engineering tolerances.

I will go along with that although it has been 4 years and there is some variation in the site plan. There have been no
changes in the WCF regulations since that date.. I will approve this proposed AT&T installation subject to all required
screening and landscaping being in place as required under the original WCF approval, File No. Z-8912. Curtis: a building
permit may be issued. A Certificate of Occupancy cannot be issued until an inspection is done to assure compliance as
noted above

Hi Dana,
But didn't the original WCF application include ATT installing their equipment? That's my understanding — that the tower
and ATT's collocation was already approved by zoning- ATT just took a while to actually get funding to install the
eqiupment. If we need to submit, I certainly can. I'm not trying to be difficult, I was just under the impression we only
needed a building permit.

You are correct. The tower is existing. A WCF application was approved for Westower Communications to construct the
compound and erect the bare tower. Each individual new carrier proposing to occupy the WCF site is required to submit
a WCF for placement of their equipment in the site and on the tower. Until now, there have been no applications for any
carrier to locate on the site.

I had spoken with someone over the phone and verified that since the tower is already existing, all I needed was a
building permit for ATT to collocate onto the existing tower. Is this not the case? I just wanted to be sure that I was clear
that we are not building a new tower. The tower is existing, and we are simply adding ATT's equipment onto the existing
tower. Please advise and I will proceed accordingly.

I have rattled enough cages that we are going to see action soon. I recall that we had to send the preliminary CD's back
to the A&E firm after you redlined them to include the privacy fence and landscaping. The tower company who built the
site, however, got an old set of CD's and built according to those spec's. They are lining up a fence and landscape
company this morning to correct and we anticipate they will be out later this week or early part of next week.
Thanks for alerting me before just sending the property owner a citation. The Deacon of that church is older and
somewhat frail and would probably not react well to a surprise like that.

I apologize for sending another email to you regarding another cell tower located in the City of Little Rock that our
company is in the process of purchasing (at the above referenced address). This is a different site we have not received
the zoning approval for. We have a copy of the Title Page for the Site Plan of this site which has a (very faint) stamp on it
indicating it is Case No. Z-8912, possible approved on 1/21/2014. 1 have attached this copy for your review, in hopes this
might assist you better. I tried looking through the meeting minutes for the Plan Commission and Board of Adjustment,
but I couldn't locate the approval for this tower. Would you be able to assist me in obtaining a copy of this approval?
