The sign provided to you must be posted on the property no later than December 30, 2013.

1. The exit signs at the two exit doors shall be exit sign/emergency light combo units. These lights are now
indicated on plan and will be installed.
2. The ramp shall have handrails on both sides its full length. If the porch landing is 30" or less above grade,
the handrails can consist of a top rail at 34" to 38", a bottom rail centered 4" off the landing & ramp, and an
intermediate railing centered between the top and bottom railings. If the landing is greater than 30" above
grade, more stringent railings are required. Contact me for additional information. Agreed

Kanis Road is classified on the Master Street Plan as a minor arterial street. Dedication of right-of-way to
45 feet from centerline is required. Dedication must be provided to Public Works, Civil Engineering prior
to the issuance of a certificate of occupancy. Agreed. Dedication deed is attached.
2. Repair, replace, or extend existing damaged or missing curb and gutter, sidewalk, ramps or concrete
driveway aprons within the public right-of-way adjacent to the site. Remove abandoned driveway cuts and
install curb, gutter, and sidewalk. All work within the public right-of-way shall conform to City of Little Rock
Standard Details and ADA guidelines. Agreed.
3. Damage to public and private property due to hauling operations or operations of construction related
equipment from a construction site shall be repaired by the responsible party prior to the issuance of a
certificate of occupancy. Agreed.

2. All signage, pavement markings and parking lot striping shall conform to requirements given in Manual Of
Uniform Traffic Control Devices (MUTCD). MUTCD requires that parking spaces be marked in white.

1. Site Layout Plan varies from the plan approved by the Planning Commission (Z-8905). Submit three (3)
copies of the revised site plan to Subdivision Administrator Donna James for review and approval. Plans are
submitted today.
2. Site plan must comply with the City's minimal landscape and buffer ordinance requirements. Please see
revised plan.
3. Landscape plan is not complete. Additional review will be made upon resubmittal. Items that need to be
addressed but are not limited to the following. Plan resubmitted today after meeting with Mr. Spillman.
4. A land use buffer will be required when an adjacent property has a dissimilar use of a more restrictive
nature. As a component of all land use buffer requirements, opaque screening, whether a fence or other
device, a minimum of six (6) feet in height shall be required upon the property line side of the buffer. A
minimum of seventy (70) percent of the land use buffer shall be undisturbed. Easements cannot count
toward fulfilling this requirement. The plantings, existing and purposed, shall be provided within the
landscape ordinance of the city, section 15-81. The properties located south and east of the site are
zoned R-2. Screening and perimeter plantings will need to be provided for these areas. Existing trees
and shrub material can be counted towards meeting these requirements. Note on plan size and species
of all trees or vegetation to remain to receive credit. Plan resubmitted today after meeting with Mr. Spillman.
Perimeter planting strips: A perimeter planting strip is required along any side of a vehicular use area
that abuts adjoining property or the right-of-way of any street. Trees shall be planted with an average
linear spacing of not less than thirty (30) feet. Three (3) shrubs or vines for every thirty (30) linear feet shall
be planted in the perimeter planting strip. City of Little Rock Landscape Ordinance (Sec.15-96). Provide
Perimeter plantings between the existing and proposed drives on the north, south and east property lines.
Plan resubmitted today after meeting with Mr. Spillman.
6. Eight percent (8%) of the vehicular use area must be designated for green space; this green space
needs to be evenly distributed throughout the parking area(s). The minimum size of an interior landscape
area shall be one hundred fifty (150) square feet.. Interior islands must be a minimum seven and one half
(7 1 /2) feet in width. Trees shall be included in the interior landscape areas at the rate of one (1) tree for
every twelve (12) parking spaces. Plan resubmitted today after meeting with Mr. Spillman.
7. Any purposed trees shall have single -trunk trees with a minimum caliper of two (2) inches measured
twelve (12) inches above grade at planting; or multi -trunk trees with a minimum of three (3) canes with a
minimum caliper of one (1) inch each measured twelve (12) inches above grade at planting. The City of
Little Rock will not accept crape myrtles to meet this requirement. Plan resubmitted today after meeting with
Mr. Spillman.
For any site, trees from two (2) different genuses are required. At least twenty-five (25) percent of the
trees on the site outside of those required for screening purposes are to be of evergreen variety. Plan
resubmitted today after meeting with Mr. Spillman.

12. An irrigation system shall be required for developments of one (1) acre or larger. For developments of
less than one (1) acre a there shall be a water source within seventy-five (75) feet of the plants to be
irrigated. Noted on plan.
Note on plan if an automatic irrigation system will be provided. If no irrigation system is provided note on
plan existing or proposed water sources. Noted.
13. Building landscape areas shall be provide at the rate equivalent to planter strip three (3) feet wide
along the vehicular use area. One (1) tree and four (4) shrubs shall be planted in the building landscape
areas for each forty (40) linear feet of vehicular use area abutting the building.
14. Return three (3) copies of the revised landscape plan and one (1) copy of the survey to the Plans
Development Administrator. Completed with this letter.
15. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site.
Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6)
inch caliper or larger.

Parkview Christian Church (Disciples of Christ) is requesting a change in zoning
on 15108 Kanis Road, Little Rock, AR from R2 to a Conditional Use Permit.
The reason for this request is that Parkview Christian Church is in a transitional
location after selling the property it owned at 9300 Geyer Springs Road.
Parkview Christian Church was established in March 1956.
Currently there are two buildings on the property. A three bedroom house (1,473
SF) and a concrete block workshop (1,650 SF).
Our plans are to first convert the three bedroom house into worship, fellowship,
classroom and office space. The house meets our needs at present.
The second phase of our plans is to covert the workshop building into future
worship and fellowship space and the house would be used for classroom and
office space.
Per the site plan parking has been planned on the south side of the house.

Question #2: Maximum total seating capacity for the Phase I and II worship areas.
Phase I the seating capacity will be 35.
Phase II the seating capacity will be 45.
Question #4: Regards signage.
We will comply with the city of Little Rock ordinance regarding signage.
We plan on placing our name on the house and a simple self standing sign will be place close to Kanis Road per
ordinance guidelines.
Question 5: Typical days and hours of activities.
The pastor will have regular office hours during the week. A Bible Study is held on Tuesday
afternoon. Sunday morning worship and Christian formation classes. Choir Practice would be on Wednesday
evening.
Question 6: We are working with Steve Evans on providing proof of Health Department approval of the septic
system.
Let me know if you need any more information regarding these question. Scott Foster should be sending an
updated site plan.

Parkview Christian Church (Disciples of Christ) is requesting a change in zoning
on 15108 Kanis Road, Little Rock, AR from R2 to a Conditional Use Permit.
The reason for this request is that Parkview Christian Church is in a transitional
location after selling the property it owned at 9300 Geyer Springs Road.
Parkview Christian Church was established in March 1956.
Currently there are two buildings on the property. A three bedroom house (1,473
SF) and a concrete block workshop (1,650 SF).
Our plans are to first convert the three bedroom house into worship, fellowship,
classroom and office space. The house meets our needs at present.
The second phase of our plans is to covert the workshop building into future
worship and fellowship space and the house would be used for classroom and
office space.
Per the site plan parking has been planned on the south side of the house.

1. Site plan must comply with the City's minimal landscape and buffer ordinance requirements.
2. The property located south and east of the site is zoned R2, a land use buffer will need to be
provided as per Zoning Ordinance Sec. 36-522. A minimum of seventy (70) percent of the land
use buffer shall be undisturbed. Opaque screening, whether a fence or other device, a minimum
of six (6) feet in height shall be required to be placed upon the property line side of a buffer.
3. Eight percent (8%) of the vehicular use area must be designated for green space; this green
space needs to be evenly distributed throughout the parking area(s). Interior islands must be a
minimum of one hundred and fifty feet in area to qualify and be seven and one half feet in
width.
4. The City Beautiful Commission recommends preserving as many existing trees as feasible on this
site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving
trees of six (6) inch caliper or larger.
5. Note the type of edging to be used around planting in vehicular use areas. Planting and turf
areas must be protected with curbing or other vehicular use controls.

Here are my comments for Meeting Monday - Probably will not be there - people still off - Only
problem is the church at 15108 Kanis - I included a copy of our map page - No sewerto4hem
and problem is the sewer in the area that is shown is too high for them to get in by gravity - To
extend a gravity main they would have to go way back down south and east to the Kanis and
Cooper Orbit intersection area. They cannot afford that. They just need to call me and talk
about it. Don't look good.
