Dear Mr. Pownall:
I have received your application for a conditional use permit for the property located just north of
8501 Pinnacle Valley Road. The following is to remind you of important dates in the process.
The sign provided to you must be posted on the property no later than July 8, 2013.
Required notices to owners of properties located within 200 feet of the subject property must be
sent via certified mail no later than July 24, 2013. You must use the notice form provided to you
by our office and you must obtain the list of property owners from an abstract or title company.
The Subdivision Committee meeting for your application is July 18, 2013 at 12:00 noon. The
meeting will be held in the Board of Directors' chamber located on the second floor of City hall
at 500 W. Markham Street. You or your authorized representative must be present.
Your item has been scheduled for the August 8, 2013 Planning Commission meeting. The
meeting will begin at 4:00 p.m. and will be held in the Board of Directors' chamber located on

the following comments from the subdivision committee review:

2. A Preliminary Plat Application has been filed and is on the August 22"d Planning
Commission Agenda.
3. A building floor plan and section drawing is included with this submittal.
4. The north, south and west property line is fenced by a decorative white post fence. The
developer intends to leave the existing fencing. Where not agreed upon in writing by the
adjacent land owner, the developer will provide the required opaque fencing.
5. Any signage will be on the building and within code.
6. The development will not have a dumpster.
7. Any lighting needed for security shall be low-level, directional, and shielded downward
into the site.
8. The building will not serve other purposes.

RIGHT OF WAY ABANDONMENT; G-23-439 & 440 As mention in our letter to Garver dated 6-26-
NORTH OF CLINTON NATIONAL 13; Central Arkansas Water (CAW) has NO
AIRPORT OBECTIONS to the Rezoning and Right -of -
Way Abandonment. However, CAW does
maintain and operate existing transmission
and
distribution water mains with in the area of
the proposed Right -of -Way Abandonment
and requests that
easements be retained for our existing
facilities shown on the attached exhibit/map.
CAW requests the water mains along E. 8th
St; E. 9th St, E. 11th St., E. 12th St.,
Townsend St, Leonard Ave, and E. 10th St.
retain a 10-foot easement; 5-foot either side
of the existing water main.
Also, CAW will need an easement on the
existing 2-inch water mains unless the
Airport Commission is agreeable to CAW
abandoning those 2-inch mains which are no
longer providing
water service in the area; please let me
know if this is acceptable.
Additionally, if new water service to the area
is needed all CAW requirements in effect at
the time of request
for water service must be met. If there are
facilities that need to be adjusted and/or
relocated that work
would be done at the expense of the
developer. Please submit plans for water
facilities and/or fire protection
system to CAW for review. Plan revisions
may be required after additional review.
Contact CAW regarding
procedures for installation of water facilities

6. Crain Auto Dealership (Z-3371-WW)
Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
A total of eight (8) percent of the interior of the vehicular use area must be
landscaped with interior landscaping islands. These interior landscape islands
must be at least 300 square feet in area and be generally evenly distributed. On
additional island is needed along the eastern perimeter of the site.
Scenic highway corridor 430 lies next the eastern property line; what are the
intentions for the thirty-one foot (31') to thirty-five foot (35') area along the
interstate.
A small amount of building landscaping will be required.
An automatic irrigation system will be required.
Prior to the issuance of a building permit, it will be necessary to provide an
approved landscape plan stamped with the seal of a Registered Landscape
Architect.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements
can be given when preserving trees of six (6) inch caliper or larger.
7. Firestone (Z-3727-E)
Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
The zoning street buffer ordinance requires an average fourteen foot (14') street
buffer along AR Highway 10 and in no case to be less than nine foot (9') in width.
The zoning land use buffer ordinance requires a fourteen foot (14') wide land use
buffer. Seventy percent (70%) of this area is to be undisturbed. If no buffer
exists in this area then the buffer will need to be re-established.
The property to the north is zoned residential; therefore, a six (6) foot high opaque
screen, either a wooden fence with its face side directed outward, a wall, or dense
evergreen plantings, is required along the northern perimeter of the site.
A small amount of building landscaping is required.
A landscape plan will be required prior to the issuance of a building permit per
Chapter 15 of the City of Little Rock's Landscape Ordinance.

Site plan must comply with the City's minimal landscape and buffer ordinance

The zoning buffer ordinance requires a fifty foot (50') wide land use buffer along
the western perimeter of the site next to the residentially zoned property. Seventy

The zoning street buffer requires an average fifty foot (50') street buffer along
Chicot Road and in no case to be less than half.
The zoning buffer ordinance requires a sixteen foot (16') wide land use buffer
along both the northern and southern property lines, next to the residentially
zoned properties. Seventy percent (70%) of this area must remain undisturbed.
The property to the north, south, and west is zoned residential; therefore, a six (6)
foot high opaque screen, either a wooden fence with its face side directed
outward, a wall, or dense evergreen plantings, is required along the northern, the
southern, and the western perimeters of the site.
Landscaping will be required in conjunction with any new parking lot(s).
A small amount of building landscaping will be required.
An automatic irrigation system will be required.
Prior to the issuance of a building permit, it will be necessary to provide an

properties. Seventy percent (70%) of this area must remain undisturbed.
The property to the north, south, and east is zoned residential; therefore, a six (6)
foot high opaque screen, either a wooden fence with its face side directed
outward, a wall, or dense evergreen plantings, is required along the northern, the
southern, and the eastern perimeters of the site.
The landscape ordinance requires a nine foot (9') wide perimeter landscape strip
around the sites entirety. A variance from the City Beautiful Commission is
required prior to the issuance of a building permit.
A small amount of building landscaping will be required.

Dear Mr. Carney — I am current President of the Little Rock Yacht Club which has been in existence off of
Pinnacle Valley Road since the late 1960's. Speaking for the marina ownership and for slip tenants and
boat owners I can say we are wholeheartedly in favor of afire station on Pinnacle Valley Road. This
station is long over due and much needed first and foremost for safety reasons, but also for economic
reasons. We are all seeing our fire insurance ratings skyrocket since we do not have a station in the
area. We ask that the city approve all necessary applications and permits as quickly as possible so that
we can start construction on this much needed asset.
